엔터프라이즈 죤 프로그램은 해당지역에 상ㆍ공업을 유치하고 이를 통하여 고용을 창출함으로써 쇠퇴지역을 재생시키는 도시재생정책의 하나이다. 그러나, 엔터프라이즈 죤 프로그래이 쇠퇴지역의 사회ㆍ경제적 환경개선에 긍정적 영향을 미치는가에 대해서는 논란이 있어 왔다. 본 연구에서는 미국의 플로리다 주의 경우를 사례로 하여 도시재생이라는 관점에서 엔터프라이즈 죤 프로그래의 효과를 평가하여 보았다. 본 연구를 진행하는데 있어서 다중회귀분석이 사용되었다. 본 연구에서는 플로리다 주의 경우, 엔터프라이즈 죤 프로그램이 쇠퇴지역의 사회ㆍ경제적 환경을 개선시키는데 큰 영향을 미치지 않았다는 결과를 나타내고 있다.

엔터프라이즈 죤 프로그램은 해당지역에 상ㆍ공업을 유치하고 이를 통하여 고용을 창출함으로써 쇠퇴지역을 재생시키는 도시재생정책의 하나이다. 그러나, 엔터프라이즈 죤 프로그래이 쇠퇴지역의 사회ㆍ경제적 환경개선에 긍정적 영향을 미치는가에 대해서는 논란이 있어 왔다. 본 연구에서는 미국의 플로리다 주의 경우를 사례로 하여 도시재생이라는 관점에서 엔터프라이즈 죤 프로그래의 효과를 평가하여 보았다. 본 연구를 진행하는데 있어서 다중회귀분석이 사용되었다. 본 연구에서는 플로리다 주의 경우, 엔터프라이즈 죤 프로그램이 쇠퇴지역의 사회ㆍ경제적 환경을 개선시키는데 큰 영향을 미치지 않았다는 결과를 나타내고 있다. |

The summary of the past 50 years of town planning in France can be described as follows: 1950s conception, 1960s construction, 1970s rehabilitation, 1980s disappointment, 1990s destruction and 2000s urban regeneration. This study aims to approach the history of housing estate/complex from the results of a survey recently led by representatives of the contracting authority in social housing and project managers specializing in the rehabilitation.
The genesis of the urban regeneration for the multi-storey housing estate/complex(apartment) comes from financal difficulty of the HLM organization which results from the failure of rehabilitation and the generalization of agreement on the housing finance. In this framework, the issues of the urban regeneration for the multi-storey housing estate are translated by the demolition-reconstruction and the participation of inhabitants. Moreover, the intervention of the public sectors, based on the new institutional and financial devices, is also a significant factor in urban regeneration.

This study aims to analyze the meanings and to comparative the urban . architectural characteristics between the remodeling buildings and non-remodeling buildings based upon a theory consideration about remodeling on the focus of the commercial buildings under performing almost functions of the downtown, Eup-Seong in Cheongju. Analyzing processes of this study are composed of three main parts. First, on administrative dimension, remodeling mainly occured by the extension of a building and the use change in pedestrian-oriented Seongan-gil and traffic-pedestrian coexisted inner road than traffic-oriented outer road, so interpret that pedestrian moving quantity might effect on remodeling. Second, on urban dimension, there are many old buildings in Seongan-gil and inner road, especially small scale buildings are made into one larger scale building in inner road. Third, on architectural dimension, building facade design is changed more ornament by remodeling and attempted increase cognition and attraction by the variety of a materials and colors, an unified exterior of buildings. Especially, this trend conspicuous in Seongan-gil, pedestrian-oriented.

This paper is designed to find and develop new concepts and guidelines for the historic district in Korea. To this end, it is necessary that concern for the historic district should expand and diversify, and not concentrate solely on the cultural properties and architecture-oriented historic elements. This paper aims to explore the concrete guidelines of historic district conservation in Korea through the comparisons of precedents(UK, USA, Japan, and Korea). The major findings of this paper are presented in two categories-extension of concepts and boundaries, and establishment of systems and contents for the progressive historic district, and are as follows ; In the first step, suggests the basic direction, definition, and boundaries for the sustainable historic districts. And in the second step, proposes the system, frame and contents concerned with law and management for the sustainable historic districts, Korea. Finally, the basic principles for the application, and use as valuable tools for historic district conservation, are strongly recommended.

This study aims to establish the concept of growth management-typed urban regeneration and to suggest the detailed strategies and elements related with city center regeneration. For this purpose, the current tendencies of urban regeneration policy in developed countries such as England, United States, and Japan are reviewed. After this, we investigate the concepts of growth management, urban regeneration, and sustainable development, which are closely related with the discussion of growth management-typed urban regeneration, and draw the concept of growth management-typed city center regeneration. Lastly we suggest the practical strategies and major planning elements of city center regeneration based on above concepts in the aspects of physical/environmental, social/ economical, policy/management, respectively.

Urban regeneration policy, launched as a part of "structural reform" of Koizumi regime in Japan from 2001, is widely considered as a government"s revolutionary step to boost a decade-long sluggish economy and refurnish major cities. In its implementation structure and logic, the policy is commonly seen as a Japanese version of neo-liberal urban policies in the West, especially U.S. and U.K. Yet, this paper asserts that Japanese urban regeneration is on the track of developmental state, distancing itself from the major western urban theories that focus on the neo-liberal trend and globalization effect. Urban development in Japan is considerably subject to the patterned policies molded by the linkage among politicians, bureaucrats and interest groups that has been consolidated in the high growth period. Unlike neo-liberal trend, the central government take a substantial policy initiative against local governments and private sectors. In a framework of political clientelism, the relation between central and local, and between public and private is interdependent rather than competitive. In conclusion, even if there are many signs of malfunction and readjustment, urban development in Japan is still dominated by the long standing system of developmental state.

The purpose of this study is to analyze four aspects of redevelopment projects in the core area of Tokyo : Development processing, incentive systems, public and private partnership(PPP), and area management. The chosen case study areas were completed after 2000 and the projects scale is larger than 10 hectares. The implementation of this study can be summarized as follows. First, Case study areas are convenient for the accessibility of public transportation and the mixed-use development that made use of the proper development concept which is suitable for the local characteristics was realized. Second, the project types and incentive systems are applied together, and the projects were progressed more favorably because the incentive systems were combined with the standardized development in which the project types cannot reflect the local characteristics appropriately. Third, “the urban regeneration special district” based on “the urban regeneration special act” was aimed at private sector vitality. Finally, Public private partnership has been carrying not only physical development but the area management cooperatively in order to heighten the charm and competitiveness of case study areas.
