    2017년 2월 토지 민영화 정책에 따른 도시변화 분석 -몽골, 울란바타르시를 중심으로- Land privatization in Mongolia has resulted many urban problems such as relatively high land price and high concentration of population in Ulaanbaatar city. The purpose of this study is to analyze the changes of the land privatization policy in Mongolia from 2003 to 2013 and their influences on Ulaanbaatar by analyzing online news articles. The followings are the results of this study. First, the low rate of land privatization by lack of understanding at every phase has led to the extension of period of privatization and the revision of land law. Second, land privatization has resulted in land conflicts and urban environmental issues in Ulaanbaatar city. The latter was caused by urban sprawl which stemmed from the accelerated population concentration. Furthermore, the population concentration in Ulaanbaatar has extended the Ger area, which has led to the shortage of land for privatization and land and air pollution since the area has no urban infrastructure for living. Also it brought up the necessity of urban planning for administration planning. Lastly, the urban problems in Ulaanbaatar have been accelerated by irregular operation of land privatization due to bribe and overlapped privatization. 바야라 아리온자르갈란, 유석연 국토계획

  • 2017년 6월 토지이용 유형별 원형교차로에서의 고령운전자 사고모형 This paper deals with the traffic factors related to the accidents of elderly drivers at circular intersections. The characteristics of circular intersection could cause confusion to elderly drivers according to the type of land use, which significantly affect traffic accidents. The purpose of this study is to analyze the factors affecting the accidents based on the type of land use. In pursuing the above, the traffic accident data from 2010 to 2014 were collected from the “traffic accident analysis system (TAAS)” data set of the Road Traffic Authority. The multiple regression, ZIP and ZINB model were utilized in this study to develop the traffic accident models. 16 explanatory variables such as geometry and traffic volume factors were used. The main results are as follows. First, the null hypothesis that the type of land use does not affect the number of accidents of elderly drivers is rejected. Second, 8 accident models of elderly and non-elderly drivers based on the type of land use are developed, which are all statistically significant. Finally, the total entering volumes, circulatory roadway width, area of the central island, mean number of pedestrian crossings, central island diameter, number of bus stops, number of speed breakers, mean number of entry lanes, number of approach roads and area of the roundabout are analyzed to see how they affect the accident of elderly drivers for each type of land use. 박병호, 이민영 국토계획

  • 2017년 8월 DMZ 국가촌락 사업(State Village Campaign) 연구 - 철원군 ‘통일촌’ 사례를 중심으로 - State village campaign appeared in many parts of the world as a result of so-called ‘High Modernism’. The campaign took place in DMZ in South Korea as well in 1973, and its most representative case is ‘Tongil-chon’ in Cheorwon. This village campaign was also closely related with the division of Korea. It was constructed with strict resident selection process and extraordinary economic incentive provision for the political propaganda vis-a-vis North Korea and for the purpose of efficient land use in DMZ. However, Tongil-chon decayed as time goes by because of its failures in community building and land ownership disputes. The social conflicts in Tongil-chon particularly imply the importance of land ownership distribution for inter-Korean unification process in the future. 전상인, 이종겸 국토계획

  • 2017년 10월 주거환경관리사업에서 토지등소유자 특성에 따른 자발적 주택개량의 실증 분석 - 연남동 주거환경관리사업구역을 대상으로 - The aim of the study is to research and analyze relationships between the voluntary housing improvement and property owner‘s characteristics. The subjects of this study are 194 lots of private ownership in the residential environment management project area of Yonnam-dong. Lots were classified by 2 groups; one is the lots with housing improvement and architectural change, and the other is the lots in which nothing has been unchanged. Then, the differences of each group’s property onwer characteristics were compared by technical statistics. In this study, owner‘s characteristics mean the owner age, period of ownership, and absentee landowner. After statistical comparative analysis, intensive analysis was conducted on long term unchanged plot. The results of intensive analysis were similar to those of statistical comparative analysis. Also, long term unchanged plot could be classified into three types with different housing improvement potential. In further study, when the policy of urban regeneration is fomulated, it would be required to reanalyze specific segmentation and each group’s attributes. 김정빈, 김은택 국토계획

  • 2017년 10월 북한의 토지임대제도 실태분석 연구 - 외국인투자기업 설문조사분석을 중심으로 - The purpose of this study is to find out the problem and improvement of Land Use Right Granting System(LURGS) of North Korea. We survey 17 Foreign Investment Corporations that have invested in North Korea. We analyze the land use rights(LURs) by land use stages in terms of acquisition one of the LURs, the development one of the land transferred from the land authority, and the transaction one addition to the institutional management ones. The results of the survey are as follows. First, most of the way of the acquisition of LURs is negotiation. Second, the rent is paid in a lump sum and the rental periods are mostly less than 50 years. The last, there are only one case of selling LURs and six cases of renting facilities or buildings developed. We conclude that to activate LURGS, it is necessary to apply the auction system and the bidding system to the land leasing method, and to vary rental period to suit the characteristics of land use. It is also required to introduce a installment payment with the one-time payment. The implications of this study are as follows: First, LURGS of North Korea is to be revised for the integrated management of national land of North Korea. Second, various designs of LURGS including land leasing methods are also required to facilitate foreign investments. 김미숙 국토계획
