    2014년 2월 공간분포 특성 및 주변지역 현황을 고려한 문화재 유형화 에 관한 연구 Cultural heritages improve the local characteristics and even in that area is a big help in a sense of place. These cultural heritages exist in harmony with surrounded urban environment rather than independently in advance. Thus, various regulations are run in order to protect the cultural heritage. Cultural protection regulations have been expanded to surrounding areas. But, standardized cultural protection regulations without reflection of the characteristics of local and cultural heritage, are causing the problem such as the violation of property rights and frictions between other regulations. In order to solve this problem, cultural protection regulations need to reflect the characteristics of cultural heritage and the immediate locality. We suggested that cultural heritages classify into nine categories through clustering analysis according to the conditions of location and spatial distribution characteristics. also We analyze the Regulations by category. 김민아, 김찬호 국토계획

  • 2014년 2월 재산세 경감을 통한 혼잡통행료의 재순환과 정책시사 The existing literature mostly discusses recycling Pigouvian taxes through labor income tax. In this paper, we recycle congestion tolls through property taxes. Local governments play the central role in the delivery of transport services in major metropolitan areas around the world, and a sizable amount of local governments' budget is spent for local transport projects. For these reasons, recycling the toll revenues through local governments' fiscal system is not only fiscally pertinent but also politically meaningful. However, the lowered property taxes may work as a factor instigating geographical expansion of a city, and the welfare is lowered by that much. 이혁주 국토계획

  • 2014년 2월 혼잡통행료, 교통시설의 규모 및 재원조달 One treatment of congestion tolls is that when designed appropriately toll revenues just cover the capacity cost of transport facilities. We reexamine this proposition while embedding the transport network in the land market. We considerably extend the setting of the standard network model in several important ways and confirm the validity of the self-financing rule.   • 2014년 2월 서울 도시철도 네트워크와 역세권 토지이용 특성을 고려한 도시철도 차내 혼잡도의 영향요인 Subway has many virtues so that it is appropriate for metropolitan area. Local governments of many metropolitan cities try to encourage people to use subway. However, in Seoul, passengers are heavily concentrated in specific areas. This results in crowded subway train. On the other hand, in some areas, there are few passengers. In light of enormous subway construction cost, this imbalance is inefficient. Therefore, distributing passengers evenly should be considered. To do so, it is needed to identify what factors cause crowed subway train. The goal of this study is to identify the factors using regression analysis. A dependent variable of the model is the average crowding degree from 8 a.m. to 9 a.m. in subway train in Seoul. Independent variables are land use of subway station area, betweenness centrality, and the number of nearby transfer stations. The analysis showed difference of land-use factors' influence by direction of subway and importance of betweenness centrality. This implies that the change of subway line or development of destination station areas with high betweenness centrality may worsen crowding degree of subway train. 강영경, 이창효, 이승일 국토계획

  • 2014년 2월 인공신경망 및 시나리오 분석을 활용한 지표온도 예측모델의 적용 본 연구에서는 창원시를 대상으로 고해상도의 토지피복 및 토지이용 지도, 그리고 위성영상에서 추출한 데이터를 이용하여 지표온도 예측모델을 개발하였다. 또한, 최적 예측모델을 활용하여 도시개발의 시나리오에 따른 지표온도의 변화를 예측하였다. 신경망을 통한 지표온도의 예측결과에서는 영상으로부터 추출한 데이터(Case 1)나, 토지피복 데이터(Case 2)보다는 토지이용 데이터(Case 3)를 이용하여 분석하였을 경우 더 높은 정확도를 가지는 것으로 나타났다. 또한, Case 3 중에서도 은닉층이 3개일 때 가장 높은 정확도를 가는 것으로 분석되었다. 최적모델에 의해 예측된 결과의 RMSE는 0.455이며, R2은 0.816으로 나타났다. 최적 모델을 활용하여 지표온도를 예측한 결과, 새로운 산업단지가 조성될 경우 건축물, 도로 등과 같은 인공지역의 증가로 인해 지표온도가 증가하였으며, 도시외곽지역에 대규모 주택단지가 건설될 경우 단위공간 당 차지하는 인공지역의 비율에 따라 지표온도가 증가할 것으로 분석되었다. 반면, 공업지역 내 녹지공간이 조성될 경우 지표온도가 확연한 차이를 보이며 감소할 것으로 분석되었다. 따라서 신규로 대규모 택지, 산업단지 등을 조성코자 할 경우에는 계획단계에서 적정한 규모 및 비율의 녹지를 적재적소에 배치하여 지표온도의 급격한 증가를 방지해야 할 것이다. 정성관, 이우성 국토계획

  • 2014년 6월 철도역 접근성이 건축물 개발밀도에 미치는 영향 This study is aimed at identifying the impacts of rail station accessibility to development density at the building unit level within the rail station areas of the Seoul city. Multi-level linear regression modeling is applied for the gross floor area and number of floors of architectural buildings by the distance of rail station area(250m, 500m, 1000m and 1500m), respectively. At the building unit level, employed are explanatory variables such as zoning type, use type of buildings and their distance of each building from the nearest rail station as well as distances from both road and intersection nearest for a building. At the second level for the nearest rail station from each building, employed are distance measures of each station for bus terminal, airport and central business district. Both interaction terms between rail station distance to a buildings and its use type and between transfer station and building use type are additionally included in the models For empirical modeling, the marginal distance for the rail station area is limited up to the 1,500-meter, based on review results of related previous studies. In general, our analysis results indicate that rail station accessibility has significantly positive relationship to the development density of buildings represented as gross floor area and number of floors, while such patterns for the use type as well as the density measure are differentiated. Specifically, the development density are positively associated with the distance from rail station for non-residential buildings, while it is not distinctively related to residential ones. However, the analysis results on the total floor of building are mostly same as but partly different from those for their number of floors by the distance of rail station areas. The results demonstrate that the emphasis on the development density in the planning and policies for rail station areas needs to be differentiated by both the access distance from a rail station and the use type of buildings. 최막중, 성현곤 국토계획

However, Hedonic Price Model of SCTLP by make out that has a statistical effect is known to be limited. In this study, the SCTLP in the area to create a unit to select and analyze the price scale reference land procession was to create a table. And compared with the actual SCTLP by Hedonic Price Model through the process of creating the proper assessment SCTLP that would demonstrate the limits were derived. The results shown in reference land selection and Hedonic Price Model of the statistical model accumulates in land prices limited on the proper assessment of make out SCTLP negative influence.   • 2014년 8월 교통서비스의 공급과 헨리 조지의 정리 A version of Henry George Theorem states that when a city is optimally sized, the differential land rent just covers the cost of pure public goods. We reexaimine the theorem in the general equilibrium spatial model with transport facilities. The city is open to population movement. People can commute either by car on congested roads or by mass transit free of congestion. The mass transit costs a fixed sum of monies for its provision. In this fiscal arrangement, the toll revenues exactly cover the cost of roads, and the differential land rents is just sufficient for the fixed cost of mass transit. 이혁주 국토계획
