      This study discusses whether there existed some germ of modernist urban planning in the medieval Korea as analyzing land use policies of Seoul in the former term of the Joseon Dynasty. This study finds that there were some traces of modem land use ideas such as safety, property ownership, and convenience in that era. However, this paper, in the land use policies, identifies the existence of some pre-modem values such as royal authority, mercy to the people, and regulation of mansion size in addition to the modem values. This study finds that the pre-modem values rather overwhelmed the modem ideas in that era. It suggests that there was little rational urban planning in the medieval Korea. One of the most crucial issues in urban planning in the former term of the Joseon Dynasty was the confrontation between regal power and retainers" authority. In conclusion, what the latter overpowered the former impeded the progress of modem urban planning in the Joseon Dynasty. 김흥순 국토계획

      In Korea, affordabl housing has recently attracted interest from policy-makers and academics. This interest raises a question about how to supply land for affordable housing. Korean government"s policies in order to provide a large amount of housing and to lower the price of houses have not be able to solve the problem of residential environment polarization and declines on housing affordability. This study analyzes CLT, useful model for supplying houses that have sustainable affordability, and aims at drawing policy implications. First of all, this study have come to find the affordable price through HAI and compare the gap between market and affordable price. Second, this study analyzes the trend of housing affordability and the change of resale prices in order to show sustainable housing affordability. Third, it has been conducted a simulation, applying the rationals of CLT to the public sale houses, in order to compare HAI, affordable prices and resale prices between the simulation and open market. By doing so, the policy implications and the effects of applying CLT are derived. As a result, the CLT system is proved as a very useful vehicle for affordable housing provision. As for the CLT, it shows that the land lease plays a role of lowering initial sale prices while the resale regulations plays a role of land value capture. 서순탁, 전은호 국토계획

      This study aims to suggest Environmentally-Friendly Landuse planning method to preserve environmental quality in suburb area. For this purpose, both biotop and urban climate are analyzed, and these results are reflected in an environment plan before planning a landuse plan. Firstly, Biotop map is made through investigating present landuse, land covering, actual vegetation, seceondly, urban climate is analyzed with urban climate data, wind field simulation. With these results, Biotop type is classified by from level 1 to level 5, and climate-ecological priority area is assigned. Before making a landuse plan, an environment plan is planned considering green network and urban climate.       The legal amendments for setting the zone to levy the impact fees for infrastructure provision has been made in August, 2008. One of the criteria provided by the law to designate the zone for impact fee requires that the local population increase rate should exceed that of the entire locality by more than twenty percent. Since the population survey by the localities are gathered by the basic administrative units like townships and municipalities, however, it truly renders significant difficulties in accurately figuring out the finite areas that exceed the legal population criteria. This study, in this context, tries to suggest an alternative technique to narrow down the target zone even with such limited population data. For the purpose, the study first tries to join the individual parcel information from the Korea Land Information System (KLIS) and the corresponding building information from the Electronic Architectural System (eAIS) to estimate the number of population in each cell of the 50m by 50m grid system cast over the entire locality. Through the operation of these attribute database on the GIS platform, the grid analysis accurately pinpoints only those cells that exceed the legal criteria on a spatial context. Taking an area located in Hwasung City as the case, the study has successfully shown that the technique could effectively pinpoint the accurate shape of the target zone. 최내영 국토계획

      This study investigates how the laws and the policies concerned with the development and the protection of environment have influence on land use planning of public housing complexes development in Korea. According to the typical land use theory, as the time goes on, the proportion of land used for high productivity or high value like commercial and residential area has increased while the proportion of land used in lower productivity like park and green open space has decreased by the principle of demand and supply because of the character of land such as immovability, unproductivity and heterogeneity in the course of natural urban growing-up. On the other hand, the proportion of park and green open space may increase for improvement of life-quality level in accordance with the elevation of income level. In spite of that the velocity and the scope of rising proportion may go slow down if there is no regulation on land use. However, the laws and the policies concerned with the development and the protection of environment in Korea make the proportion of the residential area decrease and the proportion of park and green open space increase in reality. 여홍구, 김은종 국토계획

      Previous land development projects were implemented fundamentally to supply land for solving housing problems. As the housing supply and urban self-sufficiency are enhanced, attracting strategic facilities to encourage self-sufficiency and urban specialization becomes an increasingly important task in a land development project. However attracting strategic facilities has been met with various difficulties including conflicts among project organizer, local government and facility supplier during the facility enticement process due to the lack of institutional and administrative ground and controversy over an unfair dealing regarding price and method of supply. Thus, the purpose of this study is to, firstly, verify justification of attracting strategic facilities by analyzing changes in internal and external conditions of the land development project, secondly, to define concept and role of the strategic facilities by analyzing previous cases of the strategic facilities enticement, and finally, to suggest institutional improvement plans based on the analysis results of this study. According to the analysis of this research, this study suggests flexible managing plans of a site supply standard, approval standard based on the types of the strategic facilities, improved selection method for the supply, and prevention of the unjust profit from the development for the institutional improvement. 김혜령, 윤인숙, 윤정란 국토계획

      This paper aims to figure out current way of land use survey and analysis for comprehensive city plan and to suggest a way forward on its problems. It carried out contents analysis on 10 comprehensive city plans to understand how the land use surveys and analyses were carried out in the plans. And it developed a land use database for a case study area from land attribute survey data made for official valuation of land price. Then it carried out a land use analysis on the area to find how to improve the land use survey and analysis. It discloses that most of the comprehensive city plans were prepared without proper understanding of current land use. It also reveals that the land use database from land attribute survey data has constraints as well as opportunities for land use analysis. It concludes that we need a land use database specialized for city planning to improve the way of land use analysis.
