      Korea housing market has experienced high-rocketing price change in recent years. Therefore, government has tried to stabilize it and supply affordable housing through policy changes. Public Land Lease System and Resale-Obligation Housing Program are two of them. Though many studies have suggested productive implications in order to adopt them in the Korea housing market successfully. they did not consider demand as a main factor. However, the first testing site supply results showed the shortage of demand under the current contract conditions. The purpose of this paper is to clarify the demand characteristics of the two affordable housing programs and identify the determinants of demand of them. The results are summarized as follows: First, selling price and resale term are critical factors in applicants" decision of contract. Second, income, tenure type (owners vs tenants), degree of cognition, subscription bank account are the significant factors of demand. The results provide some policy implications for the future supply strategy: First, lower land rent and automatic leasing term expansion should be done in order to meet the demand of housing with leasehold land. Second, shorter resale term and lower selling price will be the condition of successive Resale-Obligation Housing Program. 김진유 국토계획

      This study attempts to find out preference of urban development methods by analyzing the major influencing factors of diverse landownership characteristics on the selection of development methods. As a result, in addition to the economic value, the characteristics of the landownership is also an important factor on the preference of the development methods. First, regarding the age of landowners, the aged (over 61) owners prefer selling to replotting. Next, regarding the place of residence, the residents in the project zone prefer selling, while the farther the place of residence is, the more replotting is preferred . Third, the relocation plan for the landowners shows a large impact on the preference for the purchase method. Fourth, more owners prefer replotting when official land prices are relatively lower. Fifth, regarding the influence of the future land use plan on the land, the owners prefer replotting when they are expected to be benefitted by being allocated in the high density residential area or commercial area. Sixth, the owners of larger lands who expect a large amount of compensation prefer selling. Lastly, other characteristics including the classification of land category, area of land, terms of ownership, or transfer income tax, are not decisive factors; however, they affect indirectly on other characteristics. 박환용, 윤석윤, 김남정 국토계획

      This paper attempts to abstract the characteristics of Chinese land use planning and regulation systems at both national and urban levels, which have changed significantly since the adoption of reform and open policy in 1978. In plan-making stage, China has dual land use planning system: the national land use plan and the city plan. Though the latter is subject to the former and central government is heavily engaged in preparing both plans in order to protect agricultural land, different administration system often results in conflict of interest in allocating agricultural and urban land uses. In implementation stage, detailed urban design scheme is prepared on district scale and provides the basis for land use regulation and planning permission to control urban development. Planning permit system, supported inherently by nationalized land ownership, is workable as central government enables local government to exercise discreet planning power while local government has sufficient planning capacity. 정매화, 최막중 국토계획

      The purpose of this study is to identify some neighborhood characteristics which have influence on residents" health. This study analyzed factors contributing to health of residents (EQ-5D), which shows that variables reflecting income levels of a region such as the automobile distribution rate and low price housing rates are significantly related with the level of individual health, even after controlling an individual"s social and economic characteristics. This indicates that the level of individual health is low in a low-income region, which is so-called a "Neighborhood effect". More walking time leads to a higher level of health, so creating a walking-friendly environment can have a positive impact on the health of local residents. 이경환, 안건혁 국토계획

      The present study purposed to survey temperature and humidity according to land use patterns in Chungju, a medium size city under urbanization, and to find the causes and intensity of the heat island in the city. The results of this study are as follows. The highest temperature was distributed in the commercial area regardless of season. However, the Jungang park surrounded by the commercial area formed a cool island, showing relative lower temperature than its surroundings. The distribution of the lowest temperature was high in green areas and areas around Lake Hoam. As to humidity, the distribution was almost coincident with that of temperature regardless of season. That is, the area of the highest temperature showed the lowest humidity and the area of the lowest temperature showed the highest humidity. Centering on the commercial area, the relation among the wind direction from its outer circumference, distance from the area, and the highest and lowest temperature was affected relatively more in the leeward than in the windward regardless of season. In addition, when there was little influence of the wind, the temperature of the commercial area was relatively higher than its neighboring residential area 1 and 2 regardless of season, but not higher than the residential area on the leeward affected by the wind. The daily variations of temperature and humidity according to land use pattern were large in order of bare grounds, grasslands, water surfaces and planted areas. 윤용한, 조현수, 박봉주, 김원태 국토계획

      Beginning with the development of the Jamsil District in the early 1970s, new town development in Korea has been planned on the neighborhood unit theory of C.A.Perry ,established in 1929. However, the facilities in neighborhood has been changed as the change of living pattern. As a result of this, we assumed that the theory centering on elementary schools had no longer useful to plan new town. To prove that the Perry"s theory is not useful to new town development, we had analyzed the school distance within the neighborhood area and make up questionnaires. We can suggest the prototype land use planning as the result of research, that the facilities being necessary to a large number of people should be central facilities in the neighborhood. 황희돈, 김찬호 국토계획
