      The main purpose of this study is to integrated urban growth policy variables into urban growth prediction model. For this purpose this study focuses on three important aspects of urban development. First, it incorporates mathematical model and image-based analysis of urban growth. The main source of attribute data was census data. The land use/cover data were extracted from many sources - satellite images(Landsat TM 5 imagery) and the basic statistical unit data provided by National Statistical Office of Korea and the land management information system data provided by the ministry of construction & transportation. All data are stored in geographic information system. Second, the development probability of 1ha grid cells is calculated by binary logit model. The size of land development was derived by sprawl indexes. Third, the model predicts future urban growth by the type of urban growth - infill growth, dispersed growth and a balanced growth. This study helps to reduce the social costs of urban growth policies by providing useful information on urban expansion, such as size and location of development. 황국웅, 김재익, 정현욱, 여창환 국토계획

      The purpose of this study is to apply planning support system(PSS) to the area of urban growth management. The major concern of this study is to examine the operability of PSS in the case city of Korea. PSS is designed to simulate and evaluate the alternative scenarios according to the different kinds of land use and transportation policies which is aimed to sustain urban development. This paper reviews the current status of development and application of PSS in the world and introduces the operational mechanism of the land use & transport simulation model based on TRANUS which is one of PSS. It simulates urban dynamics by iterating the integrated land use-transport model through a series of discrete time intervals. The TRANUS model is calibrated to Yongin city which was reputedly Korea"s fastest growing city for 2000-2005. Three scenarios are developed for the growth of Yongin up to the year 2020. The evaluation of policy alternatives with respect to urban growth management is based on simulation results such as population and employment growth, land consumption, total trips, average trip distance, trip flow and fuel consumption. 이희연 국토계획

      The purpose of this study is to propose improved incentive system for expanding public facilities for neighborhoods - affordable housing, cultural and day-care facilities, etc. In cases of Yong-san District Unit Plans, land dedication is not so effective in expanding public facilities for neighborhoods, and land dedication has been operated rigidly and unequally between land owners. To expand public facilities for neighborhoods and improve unequality and rigidity, it suggests a new incentive formula for offering public facilities by floor areas not only by land dedication, including kinds of public facilities which can be offered by floor areas. 최정희, 김기호, 원종석 국토계획

      Although Korea and the U.S. share a common goal pursuing public interest in regulating land use, property rights in Korea, which are protected under the constitution, have long been outweighed by public goals and there was little effort to reflect the constitutional rights on land use system. This paper explores as to what the legal significance of the Korean land use system should be fundamentally considered within the constitutional requirements on property rights through comparing to the U.S."s experiences. As a result, this study has found that the Korean legal system began to recognize regulatory taking, which was not accepted until 1998 when the Korea Constitutional Court ruled that the Green Belt law is not consistent with the Constitution based on the similar reasoning to the U.S."s initial case laws on regulatory taking, such as Pennsylvania Coal and Lucas. Consequently, for Korea to have more democratic, advanced system for land use control, legal consistency with the Constitution should be preceded. 정종대, 김지엽 국토계획

      This study presents the analytical implications of Urban Growth Potential and Land Development Potential. In doing so, it finds the previous developments wanting and proposes a new method of urban development management which focuses various regional characteristics. It requires a differentiated role of government according to the regional characters especially concerning the preserved power of government as the eminent domain. But most urban developments so far have been implemented by market-driven interests, resulting in the limited role of government and in massive development without master plans in the capital area. This study proposes a three dimensional analytical method emphasizing analytical hierarchy process. The first process is to develop a method to analyze Urban Growth Potential and Land Development Potential. The second process applies the analytical method developed from the first process to the existing developed area and analyzes the development behaviors by different actors. Finally, the third process investigates 31 municipalities and 1,632 newly developing areas in Kyunggido and examines their regional characters using the same method. This study argues that most urban developments so far implemented by the government have not differentiated themselves from those of the private sector. It contends that the government should play its role based on the various regional characteristics.       Currently Semi-industry Zone in Seoul has been increased residential use and commercial use by industrial structure change and Capital Region Readjustment Planning Act. Therefore, efficient management necessity for Semi-industry Zone is required as an industrial function has been weakened. This study, an analysis for the land use change of Seongsu-dong Semi-industry Zone and putting forward maintenance direction are required through examining closely structural characteristics of land use transition.
      The process of this study is as follows :
      1) Classifying the land use information of plot land use. A major classification, a medium classification as well as a minor classification will be done. 2) Analyzing the change of the block land use, the plot share and the characteristics of each block. 3) Analyzing the conversion structure between land use, the constructing land use transition matrix and the structural characteristics of Seongsu-dong Semi-industry Zone land use transition.
      The results of this study is as follows :
      1) In mutual competition land use, residential use and commercial use are more superior than industrial use, but industrial use is dwindled comparing to other land use. 2) In land use transition, the mutual conversion between residential use and commercial is active. 3) The industrial use conversion into another land use is in the doldrums and only one part is converted intoresidential use and commercial use extremely. Because of residential use and commercial use, there can be a contradiction with existent insistence which corrades industry location base of Seongsu-dong Semi-industry Zone.
      Therefore, this study shows the need to establish suitable maintenance direction of proper area through investigation and to analyze the land use characteristics and the change of Seongsu-dong Semi-industry Zone.

      This study attempts to find out preference of urban development methods by analyzing the major influencing factors of diverse landownership characteristics on the selection of development methods. In addition, this study tries to provide political suggestions for the coordination of the conflict of the interest parties including the landowners, project owners, the local government, and the central government to determine which method is appropriate for urban development projects based on the selection preference analysis.
      For the empirical analysis, the Yeongjong Urban Development Project District in Incheon Metropolitan City is analyzed to find out the inclination of the landowners toward development methods by the eleven categories such as age and residence place of landowners, compensation or relocation plan, classification of land category, official price and area of land, current land use in the land use plan, term of ownership, amount of transfer income tax, estimated prices of the replotted land and the purchased land. In particular, the Replotted Land Preference Index derived from the estimated prices of the replotted and the purchased land is used for the detailed analyses on the preference of the development methods with respect to the economic value.

      The purpose of this study is to identify neighborhood characteristics that have influence on walking of residents in the 40 area. In the study, urban form and the land use of neighborhood and other socio-demographic variables were used as explanatory variables in a causal model. 1,683 subjects from 40 neighborhoods in Seoul was selected as the final sample, and a statistical analysis was carried out by applying Hierarchical Linear Model. The result shows that urban form and the land use of neighborhood have influence on walking of residents in the area. Some of the major variables that are believed to be closely related to walking of residents includes land use mix, housing types, accessibility to park and river, crossroad and connectivity index as well as socio-demographic variables such as gender, job and driving. The conclusions herein provides some implications that urban form & land use of neighborhood would be a factor to affect to walking of inhabitants. 이경환, 안건혁 국토계획
