      The Greenbelt was established in 1971 year to prevent disorderly urban sprawl, preserve the natural environment, foster a sound environment for urban residents and secure the identity and self-sufficiency of urban communities, etc. In order to fulfill such purposes, land use restrictions within the greenbelt area are being more strongly enforced than other types of land regulations. The government has been promoting public land purchases within the greenbelt areas since 2004 year as part of its plan to actively manage the greenbelt areas. However, with restrictions to purchasable land with limited resources, the purchasing of land needed to fulfill the greenbelt areas must be more highly prioritized. To do this, a more rational land purchase system and system of categorization are required. Therefore, in this study, the laws needed to designate the purpose and management of the greenbelt areas are examined with a view to establish logical land purchase categories to achieve efficient greenbelt management. As a result, 3 categories were derived, characteristics of land on the basis of public land purchases within the greenbelt area, characteristics of land based on the megalopolis concept, and characteristics of landowners.       The purpose of this paper is to analyze the relationship between price change and risk in regional land market. The basic administrative districts are classified into 4 types: high earning rates and high risk(HH type), High earning rates and low risk(HL type), Low earning rates and High risk(LH type), Low earning rates and low risk(LL type). The Capital Asset Pricing Mode1(CAPM), the Least Square Method, and F-statistic are used in this paper. The amount of the risk premium in each district and the investment stability index in domestic land market are measured using the domestic land market line(LML) with the time series data of 234 basic administrative districts for 25 years. The land market line derived from sequential linear regression explained the historical experiences of the domestic land market very well. 김형순, 김호철 국토계획

      The District Units Planning(DUP) system, which was introduced in the revised Urban Planning Law in 2000, is a policy instrument for a specific planning activities in a special area in urban setting. But recently 2<SUP>nd</SUP>-DUP system was also introduced in the revised Urban Planning Law in 2002. The main purpose of this study is to investigate some implementation problems of the present 2<SUP>nd</SUP>-DUP system in non built-up area in Korea. The study investigated the problems in implementation through analyzing the existing operation situation of 2<SUP>nd</SUP> DUP management system in many types of cases. In this study, 20 2<SUP>nd</SUP>-DUP cases were studied and performing direct expert surveys. Through analyzing the cases, we had recognized that the 2<SUP>nd</SUP>-DUP system has some problems in terms of effectiveness for the non built-up area"s development situation. Based on the investigations, three issues of institutional improvement could be reached : 1) Smooth linkage integration of the 2<SUP>nd</SUP>-DUP system to other upper planning systems., 2) The practical needs of classifying guideline according to individual DUP characteristics. 3) The inviting of practical method of coordinating approach with related development planning and adjustment guidelines for providing specificated control according to the types.       The purpose of this study is to estimate the environment capacity and adequate size by analyzing the ecological footprint of 35 cities of the country considering the relationship between the consumption and the environment capacity based on the current studies. According to the result of the total EF analysis on each cities, the highest spending ones were Jeju, Incheon, Ulsan, Busan, and Changwon. Most of them are located in coastal areas, and have much higher forest footprint comparing to other cities because of the low production rates of forest per unit. In the result of ecological deficit analysis which is to estimate the cities" environment capacity and adequate size, Seoul needed 501 times more than current area to keep the current balance of consumption. It also tells us that Jecheon which is known for the least amount of spending turned out to have more than 1.40㏊ per capita, so all of 35 cities spend more than the natural standard for areas. This increase of consumption was accelerated by overcrowded cities and urbanization. So it is necessary to plan city development or land use project based on the environment capacity. 김경태, 정성관, 유주한 국토계획

      The aim of this study is to suggest the improvement proposal for an effective national territorial statistics survey through investigating the actual conditions and problems of the new and old survey. Improvement in the new survey is classified two aspects, that is, a concerns with national territorial indicator selections and data collections. In national territorial indicators, it suggests the necessity of improvement upon concepts, methods of selection and classification of the indicators. This study proposes to build net national territorial indicator system, security on rationality and objectivity along with the necessity of multi-dimensional approaches in the selection process of national territorial indicators, and presenting a basis of its classification. In concerns with data collection, it suggests the necessity of improvement in data collection system and production period of its output. Another focus of this study is to propose building a database management team for the purpose of security on correctiveness and timeliness of database. One of the important role of the database management team is to build a linkage with another authorities. This research leaves further studies related to the direct survey and utility parts in the national territorial statistics survey.       This paper does not only examine what strategies are needed for sustainable urban development in a dense city, but also estimates impacts of land use on travel patterns in the rail-oriented areas of Seoul. There are three potential strategies to improve the sustainability of development and mobility in such a dense city as Seoul: Multi-centered urban structure, easy access to public transit, and the mixed use of land at the neighborhood level. Seoul have implemented policies of desirable multi-centered urban structure since the 1980s. Seoul also reformed public transit system in 2004 and have tried expanding it to the suburban areas. However, land-use strategies at the neighborhood level have not yet applied to the Seoul metropolitan area. Therefore, we investigated the impacts of factors of land-use patterns on travel mode choice for the rail-oriented areas by using multiple regression models so that its results are expected to contribute to developing strategies of sustainable neighborhood development. First, the results indicate that a denser development tends to encourage people to walk, as compared to drive a car or take transit, and take bus, as compared to take rail. But, the strategy of a denser development in rail station areas needs to be careful in that it also increase driving rather than transit use. Second, they show that strategies on the mixed use of land have positive impacts on walking and subway use for travel in terms of mode choice. Finally, the results show that while walking is a more dominant travel mode in residential-oriented rail station areas, subway tends to be more used by travelers than a car in employment-oriented ones. 노정현, 박지형, 성현곤, 김태현 국토계획
