      Investigation and evaluation of individual official land prices is done by national and local governments in a semi-automatic way using the ALPA system and needs 40 billion wons budget annually. Due to the total amount of land parcels to be evaluated(approximately 2.7 million parcels per year) and the limited capabilities of ALPA system, current land price appraisal procedures need to be greatly improved. Especially, investigation of the individual land parcel characteristics which is done by officers in terms of both field surveys and manual procedures result in erroneous final land price evaluation. This study develops a digital cadastral map based methodology for extracting land parcel characteristics automatically in the individual land price appraisal and implement a prototype system to demonstrate the effectiveness and accuracy of the new methodology.       The growing demand for better understanding of urban microclimate change has led to the need for new models to explain relationships between urban air temperature and various urban environmental factors. In this paper, statistical models are presented that assess the impacts of various urban characteristics on air temperature observed at Automatic Weather Stations (AWS) in Seoul during 1998 and 1999.  Model specification and estimations are based on an explicit and new spatial framework under the assumption that the temperature of an AWS is affected by its surrounding urban factors, namely, open space area, transportation facilities area, building floor area, total road length, impermeable pavement area, and number of car registration.  After spatially connecting those factors with AWS data using GIS techniques, simple linear regression models for each explanatory variable are estimated for August, 1999, showing that all variables are statistically very significant.  As a pilot study, multiple linear regression models are estimated with impermeable pavement area, transportation facilities area and open space area variable, explaining more than 79 percent of the variability in air temperatures.  Then, the models are extensively used to check if the model specification of the pilot study could be adopted for the temperatures in other time periods (summer 1999; year 1999; August, 1998; summer, 1998; year 1998).  The results show that the estimated models explain more than 74 percent of the variations in the temperatures, confirming its appropriateness for urban air temperature models.  Various implication and several areas of further research are outlined. 김학열 국토계획

      The purpose of this study is to examine the tendency of land-use at urban areas classified by street hierarchy. The case study area in Daegu CBD is divided into border area, through area and inner area. Each area is composed of the road side lots and buildings according to street hierarchy. This study analyzes the building use for the characteristics of land-use in CBD. The results of this study are as follows ; (1) The case study area with a centralized form has a different development condition and a different tendency of store’s location according to street hierarchy. (2) The distribution ratio of each building use on the first floor was found differently according to the classified urban areas. (3) A business use is mainly located in the border area, a sale or service use in the through area and a service use in the inner area.       시군통합은 도농간 격차를 완화할 것이라는 가설이 있다. 즉 시군통합은 도농간 자원의 형평한 배분을 가능케 하며, 특히 농촌지역의 개발가능성을 최대로 보장한다는 것이다. 본 연구는 이와 같은 도농격차 관점에서 시군통합의 결과를 검토하여 정책적 시사점을 얻고자 한다. 이의 방법으로 경북 상주시를 사례로 인구변화, 공공 및 생활편익시설 배분상태, 개발상태(도로포장율, 상하수도보급율, 사회복지시설, 의료시설, 저소득층의 비율), 사회경제 개발비 지출 등의 차원에서 통합 전후 비교방법으로 분석하였다. 본 연구의 사례에 있어서 시군통합은 도농간 격차를 개선하는데 효과적이지 못한 것으로 분석되었다. 왜냐하면 시군통합의 결과 도시편향적 개발이 초래되었으며, 개발과정에서 농촌지역으로의 파급효과보다는 도시지역으로의 역류효과(backwash effects)가 발생되었기 때문이다. 이의 원인으로 리더쉽과 참여메카니즘, 토지이용계획, 도시하부구조 관리시스템, 농촌주민을 위한 장기적 인력개발과 정주환경조성 등에 관련된 문제점들을 들 수 있으며, 이를 개선하기 위한 노력들이 도농간 격차를 줄이게 될 것이다. 김정호 국토계획

      With further industrialization, urban land is used more intensively and urban area increases in size these days. The quantitative increment of urban land use area is usually accompanied by the sprawl in the suburbs. In this process, natural environment suffers as too many buildings constructed. Therefore the vulnerability to the hazards in urban area has increased gradually than before. Although the inevitable unpredictability of natural hazards disables one to prevent its damage, hazards damage accelerated by developing the vulnerable area should have been controlled. For instance, in the cities of Yongin, Goyang and Namyangju, urban development has ever been done without infrastructure ignoring organic relationship with surroundings. That obstructs not only the efficiency of land use but also safety in urban area. With these reasons, this study aims to demonstratively analyze the causal relationship between the increase of urban land use areas and the vulnerability in urban area by drawing a functional formula about Kyonggi province"s natural disaster damages. 최충익 국토계획

      The study has started with the backgrounds that one of the main factors of the Residential Environment problems arising from the residential area is mixed land uses permitted under the current zoning system. This study aims to reveal the meaning of harmful uses of buildings to residential environments and to propose policy recommendation for the optimum mixing level of uses. For this purpose, the study identify harmful uses in residential area, their distribution, level of environmental impact, and set up evaluation criteria by investigating field survey in Seoul. For the purpose of identifying harmful uses in a residential areas, the study analyze public petition and survey results of the residents. The results show that a half of the respondents are not satisfied with their living environment and ask for the improvement. For more detailed study, 5 residential areas in Seoul are surveyed. The results are that all kinds of uses are permitted in residential areas. The study concludes that the regulation should be amended enough to control the mix of various uses and as a result, to improve the residential environment. Finally this study strongly recommend the government to introduce Performance-zoning or Classified-zoning system. Also the study examines reasonable criteria to subdivision and location pattern of uses. 이희정 국토계획

      This study analyzes the relationships between land use pattern and generation of non-point pollutants in watershed areas. The land use pattern is identified by the area ratio and spatial pattern of impervious surfaces such as roads and roofs of buildings. The intensity of non-point pollutants generation is measured by non-point pollutants load per unit area in a watershed. A regression model is developed to examine the impacts of land use pattern on non-point pollutants generation. The explanatory variables include the amount of rainfall, the duration of preceding non-rainy days, a seasonal dummy, the impervious surface area ratio, the clustering index of buildings, and the distance index of building groups to the rivers, The findings based on the estimation results are as follows : Firstly, a high ratio of impervious surfaces (building and road) increases non-point pollutant loads in the watershed. Secondly, the spatial pattern of impervious surfaces also affects the non-point pollutants load.       The purpose of this study was to analyze demonstratively the influence of the introduction of a large discount store on the land use of the surrounding areas. The case areas of this study are Jeonju and Namwon to compare the similarities and the differences between the two regions. In case of Jeonju, a discount store is located in a new urban district. In case of Namwon a discount store is located in an existing urban area. The content of analysis of each case study region is composed of three parts: the total characteristics of changes in region, characteristics of changes in districts of region(street district and inside district), and the characteristics of changes in floors of region. The followings are the summary of the results of this study. Firstly, one of the total characteristics of changes in land use of the case study regions is that the areal importance decreased in four uses for general commerce, financial or general business, housing, and housing service compared to the one before the location of a discount store in both case study regions. Secondly, the characteristics of changes in land use of the street district are that the areal importance for the uses of general commerce and financial or general business in both case study regions marked the highest before the location, but the importance tremendously decreased after the location. Thirdly, the similarity between the two case study regions in the characteristics of changes in land use of the inside district except for the street district is that both districts did not show much change in their uses. 정승헌, 이양재 국토계획
