      Based upon housing and land market equilibrium model and urban economic theory, this paper theoretically investigates the effects of strengthening of land classification (allocation to development and preservation uses) and density regulations on housing and land prices, a major policy concern related to recent changes in land use legislations in Korea. Comparing closed city, open city, and two-region models, it identifies various effects and policy implications particularly by distinguishing local/direct from global/indirect effects on land prices and taking account of spillover effects on surrounding regions in the same housing and land market area. To minimize the impacts of changes in land classification and density regulations on housing and land prices, it also suggests that strengthening of one regulation be packaged with relaxation of the other. 최막중 국토계획

      The purpose of study was to clarify the categorical characteristics of urban land change patterns for the city of Ulsan urban-rural integrated in 1995. For the study, the research intensively used Geographic Information System(GIS) in order to analyze the change patterns of ten-year period including each five years of before and after integration. With the analysis, the research found out each five peculiar change patterns of the period and stratified the patterns into other ten specific sub-patterns. In conclusions, the areas showing the characteristic patterns have been only limited to urban area and there have not been much change in country sides except some special places. This verified that characteristic change patterns of land use had not yet been applied toward the rural areas despites the large scaled reform of administrative district in 1995. 김선범, 임충신, 최광식 국토계획

      The study has started with the backgrounds such as followings. First, the urban problems arising from the residential areas under the current zoning system are (1) high density urban development which is disregard of district conditions (2) housing supply without considering the quality of living environment. Second, the Architecture and Construction Code allows the maximum of 400% in FAR(floor area ratio) in residential zones. However, the development pattern is in reality far short of the allowance. This suggests the necessity of lowering the statutory ratio. The purpose of this study is to investigate Classified Zoning Control(Down-Zoning) in residential zone appropriate to the level of current development density patterns in Seoul. So this research analyzed the factor of actually Realized FAR of the lot in residential zone in Seoul. In this study the FAR Factors are defined as following : the lot size, the width of fronting roads, the price of the land, the use and structure of building, the year of construction etc. But its impact status are different from that of factors in commercial and booming zone. And this study suggest some criteria of Bulk control in residential zone for classified zoning control in Seoul. 이희정, 김기호 국토계획

      This study focused on the probability modeling of the land use change for a sustainable city and the development of a sustainable city by assessing the sensitivity of the forest environment. The environmentally sensitive areas were systematically estimated using the landscape ecological index and NDVI. This study examined the pattern of city growth and the structural change of the landscape ecology by combining recent remote sensing and GIS techniques. The summary of key findings is as follows: First, to assess the forest environment, a structurally fragmented area was assessed using landscape ecological indexes that estimated the landscape structure principles. NDVI was used for the analysis of the biodiversity and determination of preservation value. The analysis result showed that the area of the forest in Chon-Aan City is expected to decrease continuously, that the connectivity of the forest patches would be weakened, and that formality and complexity would increase. These results suggested that the forest as a natural resource has been seriously damaged after creating the urban-rural consolidated city for the past 3 years since 1996. The deterioration of plant vitality as well as the quantitative decrease caused the increase of pressure from the environment. Second, to explore the effects on the probability of being remained as a forest, the landscape ecological index and NDVI were analyzed. The forest environmental sensitivity index was calculated using the result. The ranked forest environmental sensitivity index was used to analyze the  environmental sensitivity of the forest for each region. Out of 30 variables in landscape ecological index and NDVI, five variables excluding variables in correlations and multi-collinearity were used as independent variables, and the probability of remaining as a forest was used as dependent variables in conducting a multi-regression analysis. After setting weights of the five indices using a standardized regression co-efficient, sensitivity index was calculated and ranked into five levels. Based on these results, the mechanism of land use change in each region would be understood and the land use management policy would be developed in each region. If environmentally sensitive forest  areas are selected, it would be useful for regional management and decision making. 김훈희, 이진희 국토계획

      Recently, environmentally sustainable development in urban planning has become more  important planning method. With this tendency, the purpose of this study is to investigate the characteristics of land use planning in Germany and to make alternative method and system for the environmentally sustainable urban planning in Korea.
      For these aims, the paper examines the system and contents of the preparatory land use plan, Flächennutzungsplan in Germany and Korea.
      The characteristics of land use planning in Germany are summarized as follows:
      1) land use controls derive not only from urban land use planning(Bauleitplanung) but also from comprehensive development planning, concerned with coordinating all planning and implementation activities of public authorities, and which have a hierarchical legal structure.
      2) Sectoral planning(Fachplanung) concerns all kinds of institutionalised and sometimes legally regulated planning activities which pursue landscape protection from spatial impacts.
      3) The land use plan is legally obliged to contribute to the protection of the natural environment and ensure environmentally adequate living conditions for all inhabitants.

      히스토릭 데이터는 문화적 특성의 기록뿐 아니라 과거의 여러 환경적인 조건의 변화를 평가하고 파악하는데 그 연결을 제공한다는 점에서 토지경영 및 도시환경 계획 시 매우 중요한 자산이다. 이러한 히스토릭 데이터는 최근 자료구조 및 지리좌표 정보 등에 부합되기 위한 변환과정을 요하며, 이러한 과정은 히스토릭 데이터의 보전과 더불어 과거자료의 효과적인 이용에 있어 매우 중요하다.
      이 연구는 U.S. Army Construction Engineering Research Lab으로부터 수탁 되어진 연구주제로 히스토릭 항공사진의 이용과 보전을 위한 방법을 평가하고, 환경적 요소 등의 차를 정확히 평가할 수 있는 최근 Color IR Imagery 데이터와의 결합을 통해 그 활용적용 가능성 및 방안에 관한 연구이다.

      Land use and development and water supply as one of the typical infrastructure affect each other. This study reports modeling of quantifying the reciprocal effects and applying the models of water supply system coupled with land use and development for urban growth management in a draft act of national land use and urban planning. The effect model that land use and development have upon water supply includes evaluating carrying capacity and generating dynamic capacity expansion alternatives of water supply. On the contrary, the effect model that water supply exercises on land use and development formulates the interrelationship procedure of excess capacity, population growth, compelling change of land use planning and capacity expansion of water supply. The reciprocal models are expected to provide effective criteria of designating and managing development density management area, infrastructure enforcing area, preventing overpopulation in existing cities and proposing balanced development policy through predicting urban sprawl in area neighboring to new towns. GIS deep coupled with the models is an excellent toolbox to calculating water associated with land use plan and displaying model results. 김형복 국토계획

      This study is based on land use data, which was surveyed a subject of central urban district of Daejeon Metropolitan Area at 1991, 1999 of present state examination try to examine closely unifying special quality of relation of uses and a peculiarity of location. The peculiarity of location was analyzed about an area plan and solid. Unifying relation of use indicate a simple and mixed use of location, and analyze of unifying relation of uses by take advantage of matrix. The use of location special quality and unifying relation will be use very important materials when we make territory use plan by means of its own peculiarity of character and skill and especially it could be use location restriction and lead basis when we are going to perform the district unit plan. 이건호 국토계획
