      The purpose of this study is to analyze the environmental characteristics of the area immediately surrounding the Ewha Womans University and, by doing so, to find effective methods and strategies in creating a cultural environment appropriate for a university neighborhood.
      In order to achieve this purpose, detailed analyses of land use, traffic and noise levels of the area surrounding the campus are undertaken. Some of the major findings of this research and recommendations drawn from them are:
      1. In the area immediately surrounding the Ewha campus housing facilities make up the largest proportion amoung various land use, followed by clothing stores and restaurants. Despite this fact, the reason why this area is perceived by the public as predominated by fashion stores is because clothing and accessory shops are located along the main street leading to the campus entrance, making them the most conspicuous.
      2. Although there is quite a substantial number of information - cultural facilities such as schools and learning centers, most of them are located in inner blocks, making them less accessible and less visible than other retail shops. As these facilities are desirable to the formation of an educational environment, policy measures should be taken to promote the growth of these facilities near the unversity campus.
      3. One of the most serious problems of the area surrounding the Ewha campus is traffic. Lack of parking facilities and narrow streets, compared to the large amount of car traffic in this area, pose serious threats to pedestrian safety. Appropriate traffic management measures such as the designation of pedestrian - only streets and provision of parking facilities and traffic lights are urgently needed to bring about a greater sense of order and safety in this area.
      In sum, although there are many noxious environmental factors the current land use patterns show much potential for improvement if appropriate measures are undertaken backed by an earnest effort from the local authorities and the university.

      A problem which is frequently occurred in the land suitability analysis is the conflict between multiple land uses. This study developed a method for resolving areas of land use conflict using a geographic information system. The study focused on the analysis of physical and ecological aspects of Kimpo region, and primarily dealt with the conflict between residential and industrial land uses. To resolve the conflict problem, an approach based on hierarchical dominance was employed. The result showed that the areas of land use conflict were effectively resolved, and the area targets set for two land uses were successfully met. The method was able to produce a more systematic and deterministic solution for resolving the conflict problem in comparison to traditional methods for the land suitability analysis. It was, however, noted that there were some remaining issues. More efforts should be made on improving the method and ways of its application. 오규식 국토계획

      The paper presents the possible forms of risks and damages from industrial accidents in heavy and chemical industries. It also investigated the probable land use safety controls to reduce the damage effects on the surrounding areas of industries. The study interpreted the risks and safety buffer z ones which has to be controlled prior to an accident occurance. Through the case study a risk assessment on Ulsan Industrial Complex was organized, and to get the possibility of safety buffer area, the study tried to developed the safety plans by using existing resources. 노삼규 국토계획

      Combined land - use and transportation models recently developed have made it possible to postulate realistically urban and regional activity systems. These models form the basis for a rigorous approach to the study of interactions among regional activities. In this paper, one of Mills’ heritage models is extended for developing a combined national land use and transportation optimization model and an efficient computational solution method for implementing the model is developed.
      Using this method and the proposed model are successfully evaluated to the prototype of the spatial plan in Korea. We also confirmed that it could be applied to evaluate the Long - term National Comprehensive Development Plan, if comprehensive databases and efficient computational equipments are available.

      Since, there has been a great demand on industrial development in suburb area, the concept of the quasi-agricultural- zone was introduced in the National Land - Use Plan at 1993 through reforming the National Land - Use Management Law in order to provide sufficient land supply. However it has mainly increased the possibility of urban sprawl.
      In this paper, the distribution pattern of population and industry, the legal system, and the practical problems of quasi-agricultural- zone were studied.
      The findings of this paper were summarized as follows;
      1. The statistical index of population and industry indicates that the urban development pressure goes beyond city limits in most of metropolitan areas. In this condition, the Japan case shows that the sufficient land size surrounding urban area doesn"t guarantee the stability of land price, but only increases sprawl which causes social and environmental problems.
      2. According to legal analysis, the National Land - Use Management Law is not strict on land development control, so the chance for non-productive development such as restaurant, hotel is high. Most of the quasi - agricultural- zone originates from the area which is geographically easy to develop.
      3. Portion of quasi-agricultural- zone is too high in counties surrounding the metropolitan area. Current situation of development shows that the manufacturing and residential development in quasi-agricultural- zone is concentrated around the large cities.
      Upon the discussion listed above, this paper suggests the concept of "sub - zoning" that sub - divides the quasi-agricultural- zone in terms of environmental planning.

      The purpose of this paper is to empirically trace the land use development sequence of a newly developed urban area, in Korea. For the purpose, we traced the stock and flow of the activity in parcels and the difference of the development ratio of parcels classified by its surrounding conditions which are classified by the altitude, the degree of slope, the distance from existing C.B.D., the zoning control, the distance from arterial road, the width and the hierarchy of the front road, and the parcel size, in the case of the Kangnam which are newly developed by market mechanism.
      Results of this study are as follows ;
      1. The higher potential value of the land development is later, so lower hierarchy activity and smaller scale of development took preceded.
      2. Development of the easily accessible site with the existing C.B.D. took preceded.
      3. Development of the flatter site took preceded.

      The purpose of this paper is to compare the Planning systems and the Policies between Korea and Japan within the scope of the mixed land-use one of characteristics in urban area. For the purpose, I"ve tried to trace the historical background, to compare the simulities and differences in Planning system and Regulation system, and to analyze the Urban Planning Laws which are revised recently in Korea and Japan.
      The results are as followings;
      First, In the Planning system, Korea has introduced micro level planning to complement the gaps between macro level and lot-base level. and Japan had introduced Master Plan concept to control the individual planning.
      Second, In the Zoning system, although both had been allowed to mixed land-use in their zoning guidance, they divided the Residential Zone into many parts to protect the characteristics of each one of the residential areas.
      Third, In the Regulation system, It has been changed for the purpose of enhancing the realization of the projects in Japan, but it had been hardly kept on itself in Korea until now.

      The purpose of this paper is to demonstrate a more rapid and accurate estimation procedure of land compensation cost by employing GIS in implementing road construction projects. To do that. the paper is to construct an automatic input system in reading land characters from the map and subsequently to formulate a calculating process in order to generate the total land compensation expenditures.
      According to the results of the empirical study based on the methodology mentioned above. the estimated value of land compensation cost is almost identical to the original cost provided by the local government.
      Finally. it should be emphasized that this kind of attempt in connecting urban planning and GIS will be able to make a remarkable contribution for constructing better urban systems.
