      A residential area development project of our country was established to create sites for houses rapidly and to increase the efficiency of land use. It, however, caused the high-density development and deteriorated the quality of residential environments. In particular, the demand on non-residential facilities followed by residential area development increased, thus triggering the influx of non-residential facilities in residential areas. In addition, weak control by current laws toward land use promoted these trends. The goal of this study is to be used as fundamental material of the improvement of residential environment by suggesting the direction of the plan for residential areas and the measure of allowable use of neighborhood-convenience facilities in residential areas. This study was implemented by surveying residents consciousness and investigating the current condition of land use, and the contents of this study, the change of residence type and the procedure of the spread of non-residential facilities are analyzed, based on the time-serials data. As the function of residence has decreased and the function of non-residence has increased in all objective districts, the residential environment has become degraded and these districts have become inappropriate places for both residential and non-residential facilities. Therefore, to keep amenable residential environments, long-term residential area development related to the calculation of the population, division of residence type and layout of public facilities has to be established. The development density and allowable use according to existing laws have also to be reviewed by considering the condition of development and characteristics of the local institutes. In addition, the increase of inappropriate facilities has to be prevented and the strict maintenance and management have to be conducted through periodical management and follow-up evaluation. 채병선, 윤정란 국토계획

      Some countries in the world have introduced street systems that protect residential environments, for example the Radburn planning method, and these systems have become widespread. In Korea, the street systems developed by various Residential Area Development Projects have been focused on convenience and functionality rather than protection of residential environments from automobiles. Therefore, the increase of passing traffic and the influx of non-residential facilities were created in residential areas, thus triggering instability, traffic, noise, odor, difficulty of access for emergency vehicles, and deteriorating residential environments. In this study, characteristics of non-residential facilities located in residential areas are investigated and reviewed focusing on the relationship with the current street system and surrounding facilities. The study"s objective areas are the Samchon and Hyoja areas of Jeonju City planned by the Residential Area Development Project. From the result, the street system that created passing traffic and the multi-use facilities in this area caused the increase of non-residential facilities, and the mixed uses between residential and non-residential facilities appeared as a main reason for the deterioration of the residential environment. To protect stability and amenability of residential areas, the mixed land use has to be prevented and a method that is able to create order in the street system has to be introduced. Therefore, for residential areas such as these, systems that prevent passing traffic and methods that decrease illegal parking are considered, and for new residential areas, the alternative that prevents mixed land use and accepts the same lot area, development density and road percentage as the older residential areas is suggested. 채병선, 윤정란 국토계획
