      The study has started with the backgrounds such as followings. First, the urban problems arising from the residential areas under the current zoning system are (1) high density urban development which is disregard of district conditions (2) housing supply without considering the quality of living environment. Second, the Architecture and Construction Code allows the maximum of 400% in FAR(floor area ratio) in residential zones. However, the development pattern is in reality far short of the allowance. This suggests the necessity of lowering the statutory ratio. The purpose of this study is to investigate Classified Zoning Control(Down-Zoning) in residential zone appropriate to the level of current development density patterns in Seoul. So this research analyzed the factor of actually Realized FAR of the lot in residential zone in Seoul. In this study the FAR Factors are defined as following : the lot size, the width of fronting roads, the price of the land, the use and structure of building, the year of construction etc. But its impact status are different from that of factors in commercial and booming zone. And this study suggest some criteria of Bulk control in residential zone for classified zoning control in Seoul. 이희정, 김기호 국토계획

      The District Units Planning(DUP) system, which was introduced in the revised Urban Planning Law in 2000, is a policy instrument for a specific planning activities in a special area in urban setting. But it is not new instrument because it is just alike with Urban Design System(UDS,1981) and Detailed Distric Planning(DDP,1991). The main purpose of this study is to investigate some application problems of the present DUP system in built-up area of Seoul. The study investigated the problems in implementation of rearrangement through analyzing the existing situation of DUP system in Seoul. In this study, 192 DUP cases were studied and performing direct expert surveys. Through analyzing the cases in Seoul, we had recognized that the DUP system has some problems in terms of effectives for the built-up area"s environmental improvement. Based on the investigations, three issues of institutional improvement could be reached : 1) Smooth linkage integration of the DUP system to other urban planning systems., 2) The practical needs of classifying guideline according to individual DUP area characteristics. 3) The inviting of practical method of private sectors" participation and financing strategies for providing public facilities. And finally other consideration or recommendation of re-arrangement process and management. 이희정 국토계획

Second, the Architecture and Construction Code allows the maximum of 300% in FAR(floor area ratio) in residential zones. However, the development pattern is in reality far short of the allowance. This suggests the necessity of lowering the statutory ratio. The purpose of this study is to investigate Down-Zoning in residential zone appropriate to the level of current development density patterns just like the Base FAR of the residential zone in Seoul. The FAR is more excessive than current development density in residential areas. In order to solve such a problem, this research analyzed actually Realized FAR of the lot in residential zone in Seoul, and proposed the method and possibility of down-zoning through the real development density pattern which is appropriate to actually realized FAR of the lot. 이희정, 김기호 국토계획

      The study has started with the backgrounds that one of the main factors of the Residential Environment problems arising from the residential area is mixed land uses permitted under the current zoning system. This study aims to reveal the meaning of harmful uses of buildings to residential environments and to propose policy recommendation for the optimum mixing level of uses. For this purpose, the study identify harmful uses in residential area, their distribution, level of environmental impact, and set up evaluation criteria by investigating field survey in Seoul. For the purpose of identifying harmful uses in a residential areas, the study analyze public petition and survey results of the residents. The results show that a half of the respondents are not satisfied with their living environment and ask for the improvement. For more detailed study, 5 residential areas in Seoul are surveyed. The results are that all kinds of uses are permitted in residential areas. The study concludes that the regulation should be amended enough to control the mix of various uses and as a result, to improve the residential environment. Finally this study strongly recommend the government to introduce Performance-zoning or Classified-zoning system. Also the study examines reasonable criteria to subdivision and location pattern of uses. 이희정 국토계획

But recently 2<SUP>nd</SUP>-DUP system was also introduced in the revised Urban Planning Law in 2002. The main purpose of this study is to investigate some implementation problems of the present 2<SUP>nd</SUP>-DUP system in non built-up area in Korea. The study investigated the problems in implementation through analyzing the existing operation situation of 2<SUP>nd</SUP> DUP management system in many types of cases. In this study, 20 2<SUP>nd</SUP>-DUP cases were studied and performing direct expert surveys. Through analyzing the cases, we had recognized that the 2<SUP>nd</SUP>-DUP system has some problems in terms of effectiveness for the non built-up area"s development situation. Based on the investigations, three issues of institutional improvement could be reached : 1) Smooth linkage integration of the 2<SUP>nd</SUP>-DUP system to other upper planning systems., 2) The practical needs of classifying guideline according to individual DUP characteristics. 3) The inviting of practical method of coordinating approach with related development planning and adjustment guidelines for providing specificated control according to the types.
