      This paper examined the urban spatial characteristics of 41 small towns in Korea in order to determine traditional urban patterns of small towns. A survey for road and land use patterns of three small town groups began in 1980 and continued in five-year intervals until 2000. In Group Ⅰ, it is clear that a loosely-structured style of the urban area and 「-」 shape road patterns are generally prevalent. Furthermore, markets tend to be located in areas where there are many real and / or potential urban activities agglomerated. In Group Ⅱ, some tertiary activities are found in small towns with an increase in service activities prompting an increase in 「T」shape road patterns and a slight expansion of the urban area. The social and economic sector of the urban activities includes a somewhat wide diversity of tertiary jobs, which involve the provision of services and which, as a result, tend to be found in residential settlements. In GroupⅢ, flexibility of urban activities on various social and economic levels has lead to the transformation of small towns. The horizontal spread of urban facilities and grid pattern of roads can be seen within towns in the relative separation of land use. 여홍구 국토계획

      With the introduction of the new "National Law on Land Planning and Use", land suitability analysis became an important and essential tool for urban planning. It is a kind of an assessment method for land"s hierarchy based on the parcels with various database including spatial data and attribute data of parcels. Land suitability assessment started in January 2003, and revealed many problems to date. This study shows the way to solve the problems for better system, focused on physical environment data, urban structure related data, planning system and information system. This study aims to improve the land suitability assessment with real cases focused on "Assessment System Ⅱ". The final results from land suitability assessment are utilized as basic data for city master planning and city management planning, and thus it must be finished before starting the actual planning. 여홍구, 임종훈 국토계획

      Land Suitability Assessment(LSA) is operating to prevent unplanned development of non-urbanized area and lead balance of development and conservation. But various problems of LSA are appeared because there aren"t enough experience of operation. Especially, the need of improving assesment methods is brought up. The purpose of this study is to show the new classification methods in LSA. Therefore, in this study we compared and analyzed land suitability grades between applied and unapplied conservative priority grade in a case area. The result of this study showed that it would happen to be the skewed grade in the conservation area in the case of general grading method. We reached the reasonable result that, in the classification, the assesment without conservative priority grade is more balanced than the standing rules. So the new ways excepted conservative priority grading will be useful in the autonomy that has many conservation area like a restrict zone. 최문수, 여홍구 국토계획

      The primary objective of this paper is to survey land-use patterns of small towns and to analyze their urban spatial characteristics. This study is based on land-use data of two decades(1985, 1995, 2005), and includes surveys of various types of urban activities in 39 small town centers. In the main analysis of this paper, small town centers are divided into some areas, based upon their location and accessibility. The research results determined that there are changing characteristics of land uses in small town centers, and that each facility in the center areas tend to have a particular location. Based on the results of this study, this paper suggests the creation of new plans that focus on the development small towns more efficiently, and higlights the need for more effective Land-use policies. 지남석, 여홍구 국토계획

      A residential area, which can account for the highest area ratio of a city, can have a great effect on the formation process of land use patterns. The special feature of the land use pattern in a single-family area of New Town is the excessive mixture of commercial use, which may cause negative external effects including deterioration of the residential environment and a decline in hosing prices. The objective of this study is to examine the degree and tendency of the influences of the 14 determinants by three models which are subway-zone, quasi-subway-zone and non subway-zone in type, using the multinomial logistic regression. The analysis is made by the types of commercial uses and the formation process of single family areas. The study results indicate the alternatives for improving single family areas should be proposed, considering the types of commercial uses and spatiotemporal conditions of single family areas in a New Town. 김재현, 김채련, 여홍구 국토계획

      This study investigates how the laws and the policies concerned with the development and the protection of environment have influence on land use planning of public housing complexes development in Korea. According to the typical land use theory, as the time goes on, the proportion of land used for high productivity or high value like commercial and residential area has increased while the proportion of land used in lower productivity like park and green open space has decreased by the principle of demand and supply because of the character of land such as immovability, unproductivity and heterogeneity in the course of natural urban growing-up. On the other hand, the proportion of park and green open space may increase for improvement of life-quality level in accordance with the elevation of income level. In spite of that the velocity and the scope of rising proportion may go slow down if there is no regulation on land use. However, the laws and the policies concerned with the development and the protection of environment in Korea make the proportion of the residential area decrease and the proportion of park and green open space increase in reality. 여홍구, 김은종 국토계획

      This study investigates what factors of environment impact assessment have influence on park and green open space planning of public housing complexes development in Korea. By the end of 1970"s, the proportion of park and green open space was remained only about 3% in land use planning of most projects. However, this trend has gradually changed from the early part of 1980"s and the proportion of park and green open space showed about 13% in 2000"s. This change has been taken place along with the needs of the times, but it was judged that it has been mainly influenced by the laws and the policies concerned with the development and the protection of environment. Among these laws and the policies, environment impact assessment has influenced on park and green open space planning. There are many factors in environment impact assessment. The factors that have influence on park and green open space planning among them are the opinions concerned with the protection of green open space, the securing of park land, and establishment of noise/vibration prevention measure. 여홍구, 김은종 국토계획
