      The Idea of separating a development right from landownership has attracted interest from policy-makers and academics in Korea. In addition, the emphasis on sustainable land use requires a new land policy which makes up for the limitation of zoning as land use regulation. This interest raises questions about the applicability of the idea within the Korean context. This study is aimed at reviewing the American Transferable Developement Rights(TDRs) in terms of sustainable land use, and suggesting policy implications through schematic simulations. Schematic simulations are attempted to show a clear conceptual framework of the TDRs. The results provide some policy implications. Firstly, the TDRs should be applied to exceptional circumstances which cannot solved by other policy measures. Secondly, the policy should be applied with first priority to the case which is necessary to preserve historic buildings and cultural assets. Thirdly, the TDRs should be applied to undeveloped areas rather than developed areas. Fourthly, in-depth analyses and verifications of the TDRs’ marketability will be needed. Fifthly, the central government should provide legal provisions and policy guidelines for local governments. Finally, the TDRs should designed properly in consideration of institutional capacity in contemporary Korean societies. This study concludes that the introduction of the TDR is a second-best strategy for "living together" in a limited space in a fragmented Korean society. These efforts is not be easy, but it is key to solving conflictual spatial problems in the future. 서순탁 국토계획

      In Korea, the development permit system as a means of development control has recently attracted interest from policy-makers and academics. This interest raises a question about its effectiveness within the Korean context since the introduction of the development permit system. But, in Japan, in order to prevent disordered development in both urban planning zones and quasi-urban planning zones, the development permit system has expanded. In this context, this study is aimed at analyzing Korean and Japanese development permit system within the comparative perspectives, and suggesting policy implications. In doing so, six criteria consists of land-use planning system, land-use regulation system, background of the development permit system, permit authority, permit object, permit procedure, permit standards and enforcement and appeal are selected as an analytical unit. The results of this study shows that there are some similarities and many differences in six comparative criteria. The findings of the study give us some policy implications for building a more effective development permit system in Korea. Firstly, permit standards should be concreted. Secondly, the establishment of a mediation committee and a permit committee will be needed. Finally, a supporting system for the efficient operation of development permit system should be built. 김진아, 서순탁 국토계획

      In Korea, affordabl housing has recently attracted interest from policy-makers and academics. This interest raises a question about how to supply land for affordable housing. Korean government"s policies in order to provide a large amount of housing and to lower the price of houses have not be able to solve the problem of residential environment polarization and declines on housing affordability. This study analyzes CLT, useful model for supplying houses that have sustainable affordability, and aims at drawing policy implications. First of all, this study have come to find the affordable price through HAI and compare the gap between market and affordable price. Second, this study analyzes the trend of housing affordability and the change of resale prices in order to show sustainable housing affordability. Third, it has been conducted a simulation, applying the rationals of CLT to the public sale houses, in order to compare HAI, affordable prices and resale prices between the simulation and open market. By doing so, the policy implications and the effects of applying CLT are derived. As a result, the CLT system is proved as a very useful vehicle for affordable housing provision. As for the CLT, it shows that the land lease plays a role of lowering initial sale prices while the resale regulations plays a role of land value capture. 서순탁, 전은호 국토계획
