      Although public needs are considered in housing redevelopment projects, the redevelopment project relies on private capital. Thus, landowner"s capital gain plays an important role as strategic catalyst to promote redevelopment projects. In this context, this study aims to analyze the economic mechanism of redevelopment projects and the factors of landowners" additional share in housing expenses. This study is divided into two parts. First part offers a theoretical model of landowner"s housing price based on structural and causal relationship between influencing factors of housing price. Second part analyzes the influencing power and path of each factor to affect landowner"s housing price through verifying its model and cause of difference between landowner"s housing price and general housing price positively. As a result, this study provides the useful information and appropriate policy measures by analyzing the economic factors of redevelopment projects. 김성희, 안건혁 국토계획

      Korea has led the shipbuilding industry in the world, after European countries led the shipbuilding industry in the 1950s~1960s and Japan led in the 1970s~1990s. However, China has increased the capability of shipbuilding recently threatening to the shipbuilding industry of Korea. If the shipbuilding industry is declined by China, the City of Geoje which is the major city of shipbuilding industry in Korea will get serious influence to all aspects of urban life. Therefore, it is necessary to consider the urban regeneration to the city of shipbuilding industry for the better quality of life and quality of environment in the City of Geoje. Urban regeneration is about all managements for revitalization that not just include physical and economic measures but also involve cultural and social aspects. Hence, the aim of this study is to find out the directions of urban regeneration and to investigate the applicable regeneration techniques for the City of Geoje. This study found out that for the physical urban regeneration, the decrepitude improvement of urban infrastructure shown as an important factor. For the economic urban regeneration, the employment acceleration revealed as an important factor and public goods activation revealed an important factor as social urban regeneration. Furthermore, cultural area activation shown an important factor for the cultural urban regeneration and nature-friendly factor was an important factor for the ecological urban regeneration. 안정근, 박무석 국토계획

  • 2010년 2월 인구저성장형 대도시의 계획적 도시재생정책 연구   Today, sustainable urban development is a key challenge of the urban development in metropolis as the watchwords of modern urban planning. For this, it is essential to preserve the conservation area and to leave room for new development for future generations. Regeneration of brown filed is a reasonable way that systematically accommodates demands of new urban development for introducing newly urban functions or housing supplies required to the urban plan. Also the urban regeneration plan has to consider slow population growth, which is likely to discourage the demands for the development of brown field that has the complex relationship rather than suburbs. For these reasons, this study was intended to explore ordered strategies for sustainable urban development of metropolitan in the age of slow population growth. First, the lesson for well-planned urban regeneration has been drawn by review about smart growth management, compact city development, transportation oriented development, etc in related research. Second, the direction of urban development of metropolis has been drawn through analysis on urban development policy and urban development conditions according to the type of population growth of Korea. In this study, As a slow population growth city, Daejoon, was selected, and then the lesson for well-planned urban regeneration has been derived. Finally, to find a strategy for ordered urban regeneration of metropolis, a survey of experts related urban planning was done and analyzed. In this study, the strategies of urban master plan and urban regeneration plan for well-planned urban regeneration have been suggested. 임영택 국토계획

      The urban regeneration project, which has mainly concentrated on the improvement of physical environment so far, is now experiencing a paradigm shift focusing on social and economic aspects in terms of enhancement of the urban competitive power. This paper aims to suggest some relocation measures in promoting the urban regeneration project to enhance urban functions and to improve civic quality of life. This study examined the stakeholders" opinions related to the problems of existing urban regeneration project and relocation measures through surveys. Especially, about relocation measures, this study empirically analyzed "the Sewoon Redevelopment Promotion Area" which is now in progress. The analysis shows the most dramatic disagreement between members of landowners" association and tenant merchants. The analysis suggests the necessity to reform the system and policy toward sufficiently accepting the opinions of residents in local development area instead of existing uniform development method. The implications of this study can be applied to minimizing social costs and conflicts that might be caused in promoting urban regeneration projects afterwards. 정미숙, 김흥순, 정다운 국토계획

      This study aims to find out lessons for public housing and management policies in Korea by analyzing the regeneration cases and policies in France. At first, this study did a survey that executed literature history. It involves public housing developments, regeneration and housing welfare policies in France. Then, the five regenerated cases were represented to be selected in lie de France. Site investigation and expert interview surveys were executed in France 2004. The experts consisted of about 10 public service personnel and qualified architects. The regeneration of public housing complexes in France contributes toward reduction of social and economical regional differences with "performing urban regeneration operations and social welfare programs. For the constructions, it is executed through collaboration with public housing organizations, the government and local governments. It is institutionalized for resident"s participation in the process. In the planning and design aspect, they are characterized by activation of surrounding streets through mixed-use development. Semi private gardens are designed for security, privacy, maintenance and management aspects. And lastly, Based on the cases+and policies in France, Korean policies and regulations are suggested in this research. 장한두, 제해성 국토계획

      During the redevelopment of a deteriorated industrial district, certain businesses are selected to be relocated out of the district. Previously, these businesses have been chosen using physical, environmental, and economic criteria. This approach, however, does not take into account the costs and benefits experienced by the individual business. This paper stems from the assumption that the individual business best understands its own costs and benefits, and therefore should have a say in the selection process. Based on the analysis of the survey, the will of individual firms often does not match the external criteria, and even sometimes stands to the opposite: the more emphasized the external conditions, the greater the possibility of expelling firms which need to stay. 김준형, 임윤택, 이상호 국토계획
