The summary of the past 50 years of town planning in France can be described as follows: 1950s conception, 1960s construction, 1970s rehabilitation, 1980s disappointment, 1990s destruction and 2000s urban regeneration. This study aims to approach the history of housing estate/complex from the results of a survey recently led by representatives of the contracting authority in social housing and project managers specializing in the rehabilitation. The genesis of the urban regeneration for the multi-storey housing estate/complex(apartment) comes from financal difficulty of the HLM organization which results from the failure of rehabilitation and the generalization of agreement on the housing finance. In this framework, the issues of the urban regeneration for the multi-storey housing estate are translated by the demolition-reconstruction and the participation of inhabitants. Moreover, the intervention of the public sectors, based on the new institutional and financial devices, is also a significant factor in urban regeneration. |
