    2013년 11월 도시재생의 정책 배경과 패러다임의 전환 This study focuses on a new paradigm of urban regeneration policy. At the past the national economy of Korea has rapidly grown in a short period of time having caused a dramatical urbanization and the serious problem of land and housing shortage. Above all, the urban policies of Korea have been implemented between the two axis, the land use regulation and the urban planning system in one hand and the other hand the laws and regulations promoting new town development and old town redevelopment strongly depended on the private capital. Since the beginning of 2000's, these policies are confronted with a fundamental paradigm shift, because the problems of the rapid economic growth period as like as regional disparity, social conflicts and community dissolution have to be differently managed and controled in the one of low economic growth. The new paradigm means a policy shift from physical development into social, economic and cultural regeneration. In this context some regeneration oriented projects are implemented by the government and this year the Urban Regeneration Act is established. In the coming years, the urban policy should aim at the creation of various places on the basis of people's social process and mutual relations, rather than the physical redevelopment of urban space. The required strategic poles for realizing this aim are as follows: a comprehensive and place-based projects implementation, the flexible planning system to reflect all the stakeholders' ideas suggested in the spectrum of their different time frame, the governance ensuring the communication among governments and people, the financial mechanism for supporting large scaled - economic base regeneration, and the securing of communities' ability to regenerate by themselves. In conclusion, the essence of the urban regeneration is a social process and democratic procedure for recovering the community. In order for a community to run appropriately, it should form a culture where one understands others and persuades mutually in a rational way, surpassing a simple emotional relationship.
