      The purpose of this study is to analyze four aspects of redevelopment projects in the core area of Tokyo : Development processing, incentive systems, public and private partnership(PPP), and area management. The chosen case study areas were completed after 2000 and the projects scale is larger than 10 hectares. The implementation of this study can be summarized as follows. First, Case study areas are convenient for the accessibility of public transportation and the mixed-use development that made use of the proper development concept which is suitable for the local characteristics was realized. Second, the project types and incentive systems are applied together, and the projects were progressed more favorably because the incentive systems were combined with the standardized development in which the project types cannot reflect the local characteristics appropriately. Third, “the urban regeneration special district” based on “the urban regeneration special act” was aimed at private sector vitality. Finally, Public private partnership has been carrying not only physical development but the area management cooperatively in order to heighten the charm and competitiveness of case study areas. 이삼수, 남진 국토계획

      Tax Increment Financing(TIF) has been used as a favored method in financing development projects to revitalize blighted areas in the U.S. Many scholars have studied the applicability of TIF for real estate developments in Korea since early 2000s. While they have focused on the mechanism of TIF and feasibility analysis for TIF application, little has been known about the nature of TIF implementation and challenges that may occur during the implementation process. This paper aimed at providing policy implications for the application of TIF for urban regeneration projects in Korea through the analysis of 50 TIF statues and 29 case laws in the U.S. The paper finds that the revenue sources of TIF include economic activity taxes, such as sales tax, income tax, and utility tax, as well as property taxes. This finding is important in that most tax revenues from real estate markets in Korea depend on transaction fees rather than property taxes. In addition, the paper reveals that the TIF cases in the US have faced with many legal challenges where many cases with the issues of "blight" findings and the diversion of revenues from other taxing districts were worked out against TIF projects, implying that the statues with detailed guidelines that can specify the criteria of blighted areas, diversion of tax revenues, etc. should be enacted at the national scale when TIF is adopted in Korea as a public financing tool.   • 2015년 4월 도시재생 수단으로서 지역자산의 의미와 활용실태 분석 As the paradigm of urban regeneration has shifted to one that considers physical, economic, social, and environmental aspects comprehensively, regional properties are emerging as one of the most important resources of urban regeneration. However the recent utilization of regional properties to urban regeneration is monotonous, hindering the practice of creative and sustainable urban regeneration. Therefore, the purpose of this study is to define the regional properties for creative urban regeneration through conducting domestic and foreign literature review and case analysis of 13 demo urban regeneration area. As a result, it is found that the regional properties should be defined as one that could be discovered, retained, and advanced through the capacities of regional individuals, organizations and institutions. In addition, regional properties could be classified into 6 categories, which are physical, social, human, economic, environmental, and historical·cultural properties. Among these regional properties, human and social properties are crucial since they are the basis of all the other regional properties. Thus sustainable and creative urban regeneration could be achieved through mobilizing regional properties with supports to human and social regional properties. 남진, 이선영 국토계획

  • 2015년 4월 도시성장단계평가를 통한 도시재생의 타당성 분석 The purpose of this study is to verify the feasibility of Urban Regeneration as a policy objective through the evaluation of Urban Growth Stage in the circumstances where all South Korean cities focus on Urban Regeneration. In addition, this study aims to draw policy implications for urban regeneration and urban development considering urban growth stage. At first, the existing techniques for evaluating urban growth stages are examined, and Differential Urbanization Model(D.U.M.) and Cyclic Urbanization Model(C.U.M.) which utilize population indicators are selected as it is possible to consider inter-urban linkages and to evaluate urban growth stage on macro and micro level. Next, those selected models are used for evaluating the urban growth stages of the five metropolitan cities(of the nation)-Seoul, Busan, Gwangju, Daegu, Daejeon. The evaluation of urban growth stage was carried out on the macro level first which consider the inter-urban linkages and then micro level which consider intra-urban linkages. Finally, this study summarizes the research findings and draws policy implications for urban regeneration and urban development considering urban growth stage. The findings are as follows: First, the metropolitan cities differ in urban growth stages. Second, it is difficult to say that the urban regeneration policies are appropriate for all the metropolitan cities.   • 2016년 6월 도시재생사업의 사회적 효용에 관한 연구 This study analyze that conduct a study on benefit from urban generation based on public perspective considering social utility. The benefits of urban regeneration were not only economic and financial effects, but also positive for non-financial and unfeasible value, like an environment, quality of life, etc. Although previous major researches focused on the former, it is compulsory to study about the later values considering current urban regeneration projects with regard to public policy. Government-driven projects's goal should be more focused on social and promote public interest. The methodology employed in the study were cost-benefit analysis to widely used to evaluate potential public projects. It considered macro and broadly effects of personal benefit by supposing inner-effect of the region. Also it tried to compare the benefits of urban regeneration with another urban development method, new town development. As a result, urban regeneration project would bear social benefits and affect residents positively, which is also desirable as a public policy measure. 민혜숙, 김영범, 남진 국토계획
