  • 2020년 11월 문화예술적 도시재생 사례 비교 연구 : 뉴욕 하이라인과 서울로7017을 중심으로 This study analyzes two cases, the High Line and Seoullo7017, that have several common characteristics considering the background and aims of the culture & art regeneration. The High Line in New York is a successful case of the culture & art regeneration; however, the evaluation of Seoullo7017 is controversial. This study aims to determine the key factor affecting the culture & art regeneration through a comparative analysis of these two cases. Previous studies related to the culture & art regeneration summarized some details required to make it sustainable and successful; these details include citizen participation, public-private networks, horizontal communication, supplying finances, community based, effective utilization of urban resources, establishment of an organization for the culture & art regeneration, and participation of artists. These can be categorized into public-private cooperation, placeness, and professionalism. This study analyzes each case according to the aforementioned categories and compares the similarities and differences to determine the key factor affecting the sustainability of the culture & art regeneration. Public-private partnership constitutes the most significant difference between the two cases. The principal agent of the High Line project is “Friends of the High Line”, a private non-profit organization, that closely cooperates with the public and other private sectors. The city of New York has community boards and some organizations that attempt to reinforce cooperation between the public and private sectors; these organizations actively participate in the culture & art regeneration. However, in Seoul, there is a lack of active cooperation or participation of the private sector and the communication between the public and private sectors is weak.   • 2020년 11월 근린재생형 도시재생사업 활성화를 위한 유형별 금융지원 방안 연구 The purpose of this study is to seek differential financial support measures and propose financing plans through positioning analysis, taking into account the characteristics of neighborhood type urban regeneration projects in accordance with the diverse needs of urban residents. To this end, prior research and case analysis were conducted to derive business types, items and based on this. The survey was conducted on the importance of financial support by type and the need for financial support for employees in urban regeneration-related industries. The ‘importance’ is to confirm the importance of overall financial support for the types and items of neighborhood type urban regeneration projects. In addition, ‘necessity’ is to know how much ‘Real Estate Purchase Fund’, ‘Facility Development Fund’, ‘Lease Fund’ and ‘Operation Fund’ are needed for each type of business type and item. For the analysis of the survey results, a variety of statistical analysis techniques, such as positioning analysis and one-way Anova analysis were used to conduct quantitative analysis based on the results and qualitative analysis was added. For qualitative analysis, an in-depth interview analysis method was used to gather opinions from experts in various fields on the basis of quantitative analysis. In other words, this study was carried out using Mixed research methods based on quantitative and qualitative studies. In addition, in order to analyze the current status of urban regeneration projects supported by the Korea Housing Urban Fund and to consider the future direction of support, the analysis was conducted on urban regeneration projects using the Korea Housing Urban Fund according to the type of urban regeneration projects and classification by category. Based on these findings, the implications of this study are that financial support for the revitalization of neighborhood type urban regeneration projects needs to be differentiated and diversified in consideration of the need for financial support according to the type and items of the project. It was analyzed that business entities should be clearly distinguished by type of business and that financial support should be directed differently depending on the entity. The ultimate purpose of this study is to propose the basis for financial support for various urban regeneration projects as well as neighborhood regeneration projects that are expected to further diversify in the future. 김도일 국토계획

  • 2020년 6월 도시재생 거점시설 운영진단을 통한 효율적 운영방안에 관한 연구 : 부산시 거점시설을 중심으로 This study aims to find ways to revive community facilities that play a pivotal role in the revitalization of a region to ensure the sustainability of urban regeneration projects. Hence, an integrated operational model and financial support plan were proposed through an in-depth interview (FGI) and a survey to support the operation of community facilities. First, as the integrated operation model, the running and managing of the third sector (local government, private enterprise, and local residents) through urban regeneration companies is necessary. Second, to secure the sustainability of community facilities, it is necessary to develop loan products using the national housing and urban fund as a financial support plan. The loan products are classified into two types of profit activities and nonprofit activities according to the characteristics of the community facilities. They are presented in three types, namely, “guaranteed”, “unsecured”, and “supported”, as products that support the SW business. In the future, it is necessary to establish an integrated management plan for sustainability and stability in areas with important community facilities. It is believed that further research on an additional financial support method for urban regeneration economic organizations will be needed to ensure their safe operation. 박성은 국토계획

  • 2020년 6월 공공주도 도시재생사업의 파트너십 형성과정 : 도시레짐이론을 통한 신촌 도시재생사업 분석 This paper investigates the partnership-building process in a public-led urban regeneration project within the framework of urban regime theory. By examining the case of the Sinchon regeneration project, I looked at how various interests, perceptions, and goals of city government and the local community have interacted as the project progressed. The results are as follows. At an early stage, a partnership resembling a symbolic regime type was formed to ensure its political legitimacy. However, in the implementation stage, predominance was given to an instrumental regime, which focuses on short-term project realization. The findings show that the partnership in public-led urban regeneration takes various forms but is mainly dependent on specific objectives of city government. This paper concludes by discussing the applicability of urban regime theory and raising criticism on the bureaucratic urban policy-making structure. 조현민 국토계획
