    2020년 6월 도시재생 거점시설 운영진단을 통한 효율적 운영방안에 관한 연구 : 부산시 거점시설을 중심으로 This study aims to find ways to revive community facilities that play a pivotal role in the revitalization of a region to ensure the sustainability of urban regeneration projects. Hence, an integrated operational model and financial support plan were proposed through an in-depth interview (FGI) and a survey to support the operation of community facilities. First, as the integrated operation model, the running and managing of the third sector (local government, private enterprise, and local residents) through urban regeneration companies is necessary. Second, to secure the sustainability of community facilities, it is necessary to develop loan products using the national housing and urban fund as a financial support plan. The loan products are classified into two types of profit activities and nonprofit activities according to the characteristics of the community facilities. They are presented in three types, namely, “guaranteed”, “unsecured”, and “supported”, as products that support the SW business. In the future, it is necessary to establish an integrated management plan for sustainability and stability in areas with important community facilities. It is believed that further research on an additional financial support method for urban regeneration economic organizations will be needed to ensure their safe operation. 박성은 국토계획

  • 2020년 6월 공공주도 도시재생사업의 파트너십 형성과정 : 도시레짐이론을 통한 신촌 도시재생사업 분석 This paper investigates the partnership-building process in a public-led urban regeneration project within the framework of urban regime theory. By examining the case of the Sinchon regeneration project, I looked at how various interests, perceptions, and goals of city government and the local community have interacted as the project progressed. The results are as follows. At an early stage, a partnership resembling a symbolic regime type was formed to ensure its political legitimacy. However, in the implementation stage, predominance was given to an instrumental regime, which focuses on short-term project realization. The findings show that the partnership in public-led urban regeneration takes various forms but is mainly dependent on specific objectives of city government. This paper concludes by discussing the applicability of urban regime theory and raising criticism on the bureaucratic urban policy-making structure. 조현민 국토계획

  • 2020년 4월 도시재생사업이 장소애착 및 정주의사에 미치는 영향 : 대구시 도시활력증진지역 개발사업을 대상으로 This study analyzed the relationship between urban regeneration projects, place attachment, and settlement consciousness through the analysis of residents’ awareness. Methods to improve this relationship were then presented. While evaluating urban regeneration projects, the variables related to improving the safety and pedestrian environment of the residents were found to be essential. Further, place attachment was found to considerably affect the ties between villages and residents, who made statements such as “I would be very sad if I leave this neighborhood” or “My life revolves around this neighborhood.” Next, a factor analysis was conducted to categorize urban regeneration projects; attached evaluation variables were considered as representative factors. As a result, the factors affecting urban regeneration projects were ‘Social environment,’ ‘Infrastructure environment,’ ‘Economic environment,’ and ‘Landscape and leisure environment.’ Place attachment variables were identified as ‘Dependency and identity’ and ‘Social closeness.’ Based on this analysis, the relationship between the urban regeneration project, place attachment, and settlement consciousness was analyzed. Social environment has a direct impact on settlement consciousness and an indirect impact on place attachment. Moreover, landscape and leisure and infrastructure environments do not directly affect settlement consciousness, but indirectly affect dependency and identity of place attachment. Therefore, it is believed that efficient urban regeneration projects should first support education, community organization, and activities for the residents such that residents can participate in the regeneration project and enhance their sense of ownership and belonging. In addition, it is deemed that the neglected and useless space in the village should be converted into a playground for the residents to use and promote friendship. 장철규 국토계획

  • 2020년 4월 지속가능한 도시재생사업을 위한 도시재생리츠 모델 개발 연구 : 주민의 재무투자기법을 중심으로 The purpose of this study is to develop a business model that expands the financial participation of residents in order to strengthen the capacity of local inhabitants to revitalize the city and increase sustainability. The government has selected 189 New Deal projects until the 2nd quarter of 2019 since beginning of the New Deal Policy, and provided various supporting program. However, most urban regeneration projects still rely on support by public sector such as local governments and public enterprise, and government financial support still can not attract investment by private sector or local inhabitants. Hence, this study focuses on a making system for the projects, not for only financial support by the government, and this system means a governance by private and public partnership (PPP). Real estate investment trust (REITs) was used as a means to build partnerships between residents and the public. This REITs consists of 2 (two) types, Development REITs and Asset management REITs. Development REITs practically implements the project, and Asset management REITs takes over the buildings and facilities from Development REITs to operate and maintain them. This implementation structure can promote sustainable re-investment through operating two REITs simultaneously, because Asset management REITs will not be liquidated after completion of the construction. Local government and LH (Korea Land & Housing Corp.), etc should play a main anchor role to implement the project, and then attract local inhabitant participation and private investment on condition of mutual reciprocity. Hence, local government and other public sectors firstly make cooperative relationship, and then, attract participation of inhabitants and private developer consecutively. In addition, it is possible to use various method for inhabitants such as providing privileged investment opportunity and contract condition, etc. As a result of this feasibility study for “local inhabitants participating REITs model”, firstly, it is proved if existing project implementation method change to this model, profits for local investors (inhabitants) will be generated more without project financial feasibility change. Second, funding condition for local government and public sector was improved. Third, two REITs system, Development and Asset management REITs, has excellent efficiency to reduce financial risks of private investors. Fourth, local asset value was increased for local inhabitants and residents in the facilities. Finally, it was proved of increasing sustainability for urban regeneration project through making sustainable development system by local inhabitants participating management REITs. It is meaningful that this study shows implementation model for sustainable urban regeneration through making partnership between government, public, private, and local inhabitants using REITs and real-estate funding technics. This will realize inhabitant’s financial participation as a investors, and this partnership will be a main actor for sustainable urban regeneration projects. 허정문 국토계획

  • 2020년 2월 도시재생유형별 근린공원으로부터의 거리와 지가변동률 간의 관계 분석 : 서울시를 사례로* The purpose of this study is to empirically analyze the changing rate of land prices due to parks according to the declining types in terms of urban regeneration in Seoul. The establishment of a park has a positive effect on the quality of life of citizens, residential environment, and land prices. In addition, because of the increasing population, the value of real estate can be increased by attracting commercial and new buildings in the surrounding areas, that can activate the local economy. However, since urban regeneration in Korea has mainly depended on direct and physical improvement by focusing on business performance, problems of disrupting the local communities arise. In this regard, various methods have been studied related to indirect urban regeneration policies that can lead to the regeneration effect and regional revitalization. In particular, this study aims to derive the indirect regeneration effect through parks by analyzing changes in land prices according to the distance from parks in order to provide policy implications for providing parks in the areas where the effects occur. The relationship between the distance from a neighborhood park and rate of land price are analyzed by linear, quadratic, and cubic functions. From the simple linear function it is evident that land price decreases as distance increases. However, quadratic and cubic functions can explain land price decreases up to a certain point after which the effect of the park appears and then the price increases. The findings of this study show that the decline and activation areas resulted in opposite outcomes. In addition, there are differences in economic effects among urban regeneration types. In most of the types, as the distance from the park increases, the land price decreases up to a certain point. These points are different according to the types with similar graph functions. This implies that there is a difference in the scope of economic effects. These findings might be useful in providing parks effectively according to local conditions. 이승일, 김해솔, 김기중 국토계획

  • 2020년 2월 일본 도시재생정책의 변천과 군집분석에 의한 도시재생사업의 특성 및 시사점에 관한 연구 The city centers of local cities have declined in these years. Furthermore, projects to revitalize city centers were carried out from 1998 until now in Japan. However, objective indicators did not achieve the target in many plans. The purpose of the study is to clarify laws for the promotion of local cities and the tendency of combination projects on the city center revitalization plans in 55 local cities. The first part involves analyzing the laws for the promotion of local cities. The second part corresponds to the analysis of characteristics of cities such as population and scale of the planning area in local cities. The third part relates to the analysis of the projects of the city center revitalization plans via principal component analysis and cluster analysis. The main conclusions are as follows: 1) Laws for the promotion of local cities indicated that laws tend to change from hard projects to soft projects. 2) City center revitalization plans were classified into four types including “Residential environment improvement type”, “City facilities and Traffic improvement type”, “Culture and Tourism promotion type”, and “Commercial and Residential improvement type”.
