    2019년 2월 도시재생사업에서 발생하는 갈등과 갈등관리 계획상의 갈등유형 간 차이에 관한 연구 - 도시재생 선도지역 사업과 도시재생뉴딜 사업계획서를 중심으로 - This study used web crawling techniques to collect cases of conflicts in urban regeneration projects. The collected conflicts cases were sorted by identity of a stakeholder and an issue resulting in conflict to figure out the characteristics of conflicts in the real field. The purpose of this study is analyzing whether these attributes were properly reflected in conflict management plan of the urban regeneration project proposal. 124 cases of conflicts in 9 urban regeneration projects and the Urban Regeneration New Deal project proposal of two sites showed that there was a slight difference between the characteristics of conflicts in the real field and the characteristics of conflicts presented in the project proposal. According to conflict management in the project proposal, in terms of type of identity of a stakeholder, private sector such as residents and merchants appeared as the major participant in conflict. But in the real field, the public sector was also the major as well as private sector. In case of type of conflicts issues, conflict management in the project proposal relatively manages well various issues that may occur in the real field.   • 2019년 2월 축소도시에 대한 미국의 정책대응 및 시사점 - 빈집과 토지은행을 대상으로 - The United States has endured population shrinkage following neighborhood decline that has created challenging planning and policy issues since the 2000s. This study examines the policies of federal, state, and local governments in the United States in response to the problem of shrinking cities with a particular focus on housing vacancy, which is currently impacting neighborhoods in South Korea, and discusses several initial implications for urban regeneration here. In the United States, while federal efforts addressing housing vacancy have primarily been channeled through the Neighborhood Stabilization Program, local efforts have largely been responsible for establishing regeneration programs that have taken place via diverse policy tools such as land banks, housing vacancy legislation, demolition programs, and redevelopment incentives for neighborhood stability. We discuss several implications for urban regeneration in South Korea through the establishment of systematic principles for the classification of shrinking cities, the strengthening of the role of land banks in managing vacancies and abandoned properties during economic downturns, and effective collaboration between academicians and practitioners and between central and local governments. 왕경순, 이삼수 국토계획

  • 2019년 2월 도시쇠퇴의 공간적 실태분석 및 정책개선방향 고찰 - 부산시 부산진구의 사례를 중심으로 - The diagnosis and analysis of urban decline are mostly based on a wide range of statistical indicators at the level of national and regional planning. However, the planning and implementation of urban regeneration are usually conducted with physical, social, and economic measures at the scale of urban space and architectural planning. This difference of spatial scales and practical viewpoints between urban decline and urban regeneration suggests urban decline need to be more spatially investigated with problem-solving means. This study thus aims to provide an analytical framework analyzing urban decline spatially, apply the framework to Busanjin-gu, Busan as an empirical case, and present policy implications and future directions to improve urban decline and regeneration. As a result, the research suggested following policy improvement directions: First, location-based data and database system at the scale of parcel or building should be prepared for spatial analysis of urban decline. Second, spatial monitoring system should be established and advanced in the Urban Regeneration Information System. Third, the diagnosis and analysis of urban decline should be closely connected to the planning and implementation of urban regeneration. Fourth, the specific spatial boundary of urban regeneration plans should be based on spatial analysis of urban decline, not project types of the national government’s urban regeneration. 김충호, 임현성 국토계획

  • 2018년 11월 젠트리피케이션 부작용 방지를 위한 상가임대인 조세지원 제도의 경제적 효용에 관한 - 성수동 도시재생활성화지역을 중심으로 - The purpose of this study is to provide a logical basis for guarantee the effectiveness of the tax support system, which is one of the main measures to prevent the side effects of commercial gentrification. For this purpose, this study analyzes the combination of tax support to replace the loss of net rental income due to stabilize commercial rents and annual rent increase rate that can be substituted through the tax support system based on economic utility of commercial lessors in Seoung-dong, Seoul. The result of this study shows that the tax support system can be used as an effective means to substitute a considerable portion of the net rental income loss due to stabilize commercial rents of Seongsu-dong. However if the rent price continues to rise every year, the tax support system does not work. In order to guarantee the sustainability of the tax support system, annual rent increase rate should be kept below a certain level. 남 진, 이하연, 이지현 국토계획

  • 2018년 8월 투어리스티피케이션 현상 분석을 통한 관광 기반 도시재생 대응방안 논의 - 주민협의체, 전문가 대상의 델파이 분석을 중심으로 - Recently, as a result of tourists attracted by urban regeneration project, there has been a need to raise concerns about the coexistence of local residents and tourists, and countermeasures from Touristification, a negative phenomenon that causes inconvenience to local residents. This study suggests a countermeasure to minimize Touristification through the Delphi survey for residents as well as experts of Gamcheon Culture Village and Huinyeoul Culture Village, which are known as two main representations of Busan’s Touristification. When comparing the level of severity of the residents’ organization and the experts, there was a difference of recognition between the two groups, which comes from the idea that experts have made judgements based on indirect experience. Experts also tended to evaluate the village’s problems more seriously in all items compared to the residents’ organization. 11 problem indexes were identified as the damaging problems of the residents. Based on the Delphi survey, ‘Critical’, ‘Considering’, and ‘Selective’ elements were divided for suggesting urban regeneration planning by public-private partnership. The critical elements to consider were ’Parking problem’, ‘Invasion of living right’, ‘Road congestion’, and ‘Increased noise’. In addition to above, ‘Fly-tipping’, ‘Increase in unauthorized photography’, ‘Increase in rental price’ and etc. were pointed out.
