      This study purposes to analyze the national land use system and prefectural land use coordination system(Kanagawa Prefecture) and analyzed the land use coordination system of overlapped 5-regions according to the land use master plan. Main findings in this study are as follows; First, national land use plans of national level are based on the National Land Use Planning Act. The plans is settled for an atmosphere of mutual coordination at the three levels: national, prefectural, and municipal government. Moreover, it promotes appropriate and reasonable land use based on the high rank plan, individual laws or regulations. Second, the key of the land use plan is the maintenance of land use at the prefectural level and the establishment of basic direction by land use master plan. In particular, land use master plan offers forward the priorities and directions of land use to the overlapped 5-regions. Finally, land use master plan has been charged for the main functions to the land use control system And the prefectural government established efficient land use master plan by their own ordinances and guidelines. Therefore, national government should present the guidelines of land use and local government should complete the implementation plan of specific land use by ordinance and guidelines.       The purpose of this study is to analyze characteristics of land use and of development density and to suggest the management in urban planning around Universities. First, this study analyzes characteristics of land use with the cluster analysis which uses location quotients derived from land use’s ratio. Second, characteristics of development density are analyzed through portfolio analysis with increasing and realization ratio of Floor Area Ration. Third, this study suggests the management in urban planning related with universities based on characteristics of land uses and development density. As a result of the cluster analysis, the characteristics of land use are categorized with 4 clusters(low-height housing area, high density apartment area, commercial-housing mixed-use area, commercial-cultural mixed-use area).   • 2008년 11월 토지보상금 산정을 위한 감정평가제도 개선방안 : 토지은행(Land Bank)을 중심으로 Because recently perception on property right is enhanced and demands of expansion of compensation for land owners in various public project enforcement and related civil appeals are constantly presented, it is required to improve the appraisal system for calculation of compensation. Public developer in particular are under mounting pressure from not only the settlement of demands of land owners on justified compensation but also the appropriate compensation of land indemnity which occupies most of Development costs. The purpose of study is to investigate the extent of justified compensation from the constant process of improvement of appraisal system in order to resolve the conflict related to calculation of land indemnity between residents and project enforcement, to analyze the changes in the transition about the characteristics of differences in assessment between enforcement and residents by project areas and years, and to identify the actual conditions and problems. Centered on the korea land corporation's project area, investigated the rate of agreement by project areas and the rate of decision, analyzed the differences of land assessment value by sites, identified the extent of affection of other factors on enhancement of land indemnity, in order to elicit implications on how to improve the appraisal system for calculation of land indemnity 김성제, 최상희 세미나자료집

      This study investigates how the laws and the policies concerned with the development and the protection of environment have influence on land use planning of public housing complexes development in Korea. According to the typical land use theory, as the time goes on, the proportion of land used for high productivity or high value like commercial and residential area has increased while the proportion of land used in lower productivity like park and green open space has decreased by the principle of demand and supply because of the character of land such as immovability, unproductivity and heterogeneity in the course of natural urban growing-up. On the other hand, the proportion of park and green open space may increase for improvement of life-quality level in accordance with the elevation of income level. In spite of that the velocity and the scope of rising proportion may go slow down if there is no regulation on land use. However, the laws and the policies concerned with the development and the protection of environment in Korea make the proportion of the residential area decrease and the proportion of park and green open space increase in reality. 여홍구, 김은종 국토계획

      This paper aims to figure out current way of land use survey and analysis for comprehensive city plan and to suggest a way forward on its problems. It carried out contents analysis on 10 comprehensive city plans to understand how the land use surveys and analyses were carried out in the plans. And it developed a land use database for a case study area from land attribute survey data made for official valuation of land price. Then it carried out a land use analysis on the area to find how to improve the land use survey and analysis. It discloses that most of the comprehensive city plans were prepared without proper understanding of current land use. It also reveals that the land use database from land attribute survey data has constraints as well as opportunities for land use analysis. It concludes that we need a land use database specialized for city planning to improve the way of land use analysis.       In Korea, affordabl housing has recently attracted interest from policy-makers and academics. This interest raises a question about how to supply land for affordable housing. Korean government"s policies in order to provide a large amount of housing and to lower the price of houses have not be able to solve the problem of residential environment polarization and declines on housing affordability. This study analyzes CLT, useful model for supplying houses that have sustainable affordability, and aims at drawing policy implications. First of all, this study have come to find the affordable price through HAI and compare the gap between market and affordable price. Second, this study analyzes the trend of housing affordability and the change of resale prices in order to show sustainable housing affordability. Third, it has been conducted a simulation, applying the rationals of CLT to the public sale houses, in order to compare HAI, affordable prices and resale prices between the simulation and open market. By doing so, the policy implications and the effects of applying CLT are derived. As a result, the CLT system is proved as a very useful vehicle for affordable housing provision. As for the CLT, it shows that the land lease plays a role of lowering initial sale prices while the resale regulations plays a role of land value capture. 서순탁, 전은호 국토계획

      Land suitability assessment system(LSAS) has been introduced to prevent cursory development by urban sprawl and to lead a harmonious development with conservation in the non-urban area. However, with the lack of experience and knowledge various problems have been arisen in the operation of this system, raising a question for the improvement of the assessment unit of land. This study analyzed land suitability assessment by parcel unit and grid unit in order to reveal the most rational and efficient way for the assessment unit of land. The results of this study show that there was not much difference in the level of land suitability by parcel unit and grid unit, but, for large sized lands, grid unit based assessment was more suitable than parcel based assessment in the representation of consecutive characteristics of land use. Therefore, grid based assessment is suitable for the unit of assessment, with the advantage for larger land, for the areas in which land management information system(LMIS) is not completed. 이종용, 이용범 국토계획

      The Land Suitability Assessment System(LSAS) was introduced in 2002 under the Planning and Use of National Territory Act. It aims to prevent urban sprawl, and is divided into two types: Type Ⅰ and Ⅱ. Type Ⅰ provides necessary data for breaking down the Management Zone into the Conservation, Agricultural and Development Management Zone. Type Ⅱ is a method used for a simplified assessment of small scale development within the Zone where Type Ⅰ has not covered. Although the two types are under the same system of the LSAS, they are significantly different in terms of the assessment criteria and methods to categorize the suitability class. The assessment criteria of Type Ⅰ are set by local governments using local data while Type Ⅱ uses fixed assessment criteria by zone nationwide. Therefore, the assessment results of Type Ⅰ are different from those of Type Ⅱ, which often do not sufficiently reflect the local characteristics. This paper analyses some of the problems Type Ⅱ has, and presents several alternatives for enhancing the appropriateness of it. One of them is to set unified assessment criteria among local governments which can be used in both Type Ⅰ and Ⅱ. The paper develops a unified set of assessment criteria for A city, using the database of Type Ⅰ, and uses it to assess the land suitability of the Agricultural Zone of the city.
